Senior Project Manager/Leader
  • Contract Duration 6+ Months
  • Pay range - C$700 to 780/hr

Must Haves:

  • Knowledge and understanding of Information Management principles, concepts, policies and practices.
  • Experience utilizing, managing, and understanding various software development methodologies, including Agile/Scrum and scalable minimum viable products.
  • Experience in defining, planning, orchestrating, and delivering the initiative including business, operational, and information technology deliverables as needed.
  • Excellent communication, facilitation, negotiation, consensus-building, and problem-solving skills.
  • Effective stakeholder management skills.
  • Experience providing executive reports, presentations, and implementation plans.

Experience and Skill Set Requirements:

General Skills

  • Leads organizational development, strategy development, business planning, and Ministry funding requests.
  • Senior Project Manager gathers and develops requirements to create and maintain a detailed project schedule and/or integrated plan.
  • Ability to monitor and forecast project costs and provide reporting and input to ensure targets are met.
  • Experience developing and managing project schedules, deliverables, and scope.
  • Ability to promote I&IT project management best practices and adherence to standard methodologies.
  • Demonstrated experience directing project teams to ensure project deliverables are delivered on time and adhere to government and ministry standards.
  • Extensive experience coordinating and monitoring project processes, and developing/communicating guidelines and procedures.
  • Provides project, program, and/or portfolio reporting to multi-stakeholders at senior executive levels.
  • Proactively identifies potential risk events and issues before they occur so that proper mitigating strategies can be developed.
  • Articulates and prioritizes issues and risks at senior executive levels and recommends mitigation strategies for decision-makers.
  • Leads and conducts business analysis in order to assess client's business problems/opportunities and documents the business requirements in such a way that I&IT solutions can be determined.
  • Senior Project Manager applies re-engineering concepts to promote business improvements through alternative and cost-effective service delivery approaches.
  • Knowledge and experience with a wide range of methods, techniques, and tools for business architecture such as, but not limited to: business functional modeling, service lifecycle modeling, business event modeling, business process mapping, value chain analysis, and other related disciplines.
  • Successfully completed business architectures in government settings or similar complex, multi-project/multi-client organizations.

Desirable Skills

  • Knowledge and understanding of Project Management's Institute's Project Management Body of Knowledge.
  • Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards.
  • Experience in structured, object-oriented and agile methodologies for user requirements.
  • Experience in developing enterprise architecture deliverables (e.g. models) based on Ontario Government Enterprise Architecture processes and practice.

Project Lead Experience – 35%

  • Knowledge and understanding of Information Management principles, concepts, policies and practices.
  • Experience utilizing, managing, and understanding various software development methodologies, including Agile/Scrum and scalable minimum viable products.
  • Experience with I&IT technology deployment.
  • Experience leading, facilitating, and initiating large-scale technology infrastructure procurements.
  • Experience in defining, planning, orchestrating, and delivering the initiative including business, operational, and information technology deliverables as needed.

Business Analysis experience – 25%

  • Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards.
  • Experience in structured, object-oriented, and agile methodologies for user requirements.

Business Architecture experience – 10%

  • Knowledge of Zachman Framework including business/information/application/technology/security architectures.
  • Experience in developing enterprise architecture deliverables/artefacts (e.g. models) based on Ontario Government Enterprise Architecture processes and practice.

Communication – 20%

  • Excellent communication, facilitation, negotiation, consensus-building, and problem-solving skills.
  • Effective stakeholder management skills.
  • Experience providing executive reports, presentations, and implementation plans.

Public Service Experience - 10%

  • Understanding of government environments.
  • Prior experience working on: the ONBIS Modernization Project, Ontario Business Registry Project, Private Security and Investigative Services (PSIS) project, ServiceOntario account for Business.
