Job Description:

PURPOSE OF POSITION
Accountable for overseeing all aspects of FSRA’s privacy program, ensuring compliance with applicable privacy laws and regulations, and fostering a culture of privacy within the organization. Works closely with cross-functional teams to assess privacy risks, develop, and implement privacy policies and procedures, and provide guidance on privacy-related matters.


KEY RESPONSIBILITIES
• Leads the development, implementation, and maintenance of FSRA’s privacy program.
• Conducts regular privacy impact assessments and risk assessments to identify key areas for threats and vulnerabilities. Maintains a register to document, monitor, and ensure the implementation of agreed-upon responses.
• Monitors changes in privacy laws and regulations, and updates policies and procedures accordingly.
• Leads privacy risk and maturity assessments, devising strategies, and creating roadmaps to address issues and achieve desired maturity levels.
• Develops and promotes privacy best practices and collaborates closely with team members on data and information governance and management activities.
• Serves as advisor and privacy consultant by providing guidance on data integration, appropriate use of data, and the employment of techniques and standards for the anonymization of Personal Information (PI).
• Collaborates with colleagues in Cybersecurity, Legal Services, and other areas of the organization to integrate risk-based privacy assessments into all projects and processes.
• Manages FSRA's response to privacy breaches and other incidents involving PI.
• Delivers customized and general training and awareness programs on personal information protection in various contexts as well as privacy policies and procedures via in-person and computer-based training.
• Contributes to the development of performance measures to demonstrate the value and efficiency of the privacy program in meeting compliance requirements.
• Drafts and maintains privacy policies, procedures, and guidelines.
• Collaborates with legal and compliance teams to ensure alignment with relevant laws and regulations.
• Fosters a culture of privacy awareness and compliance throughout the organization.
• Maintains an inventory of personal data processing activities.
• Maintain FSRA Personal Information Bank (PIB)
• Conducts data mapping exercises to understand and document data flows.
• Investigates and documents privacy incidents and recommend corrective actions.
• Assesses and manages privacy risks associated with third-party vendors.
• Reviews and negotiates privacy terms in contracts with vendors.
• Provides ad hoc privacy advice.
• Maintains relationships with Privacy Regulators (e.g., The Information Privacy Commissioner of Ontario-IPC) and external stakeholders.


QUALIFICATIONS
Education and Experience

• Bachelor's degree in a relevant field (Public Administration, Information Science, Law).
• Certification as a Certified Information Privacy Professional for Canada (CIPP/C), Certified Information Privacy Technologist (CIPT), and/or Certified Information Privacy Manager (CIPM).
• Over 7 years of experience in developing, utilizing, and implementing privacy maturity and risk assessment tools, methodologies, policies, and procedures.
• Proven experience in privacy program management, preferably in Financial Industry, is an asset.


Knowledge and Skills
• In-depth knowledge of legislation and regulatory frameworks, including the Freedom of Information and Protection of Privacy Act, General Data Protection Regulation, USA Patriots Act, and PIPEDA, and their applicability within the FSRA environment.
• Knowledge of Information and Information Technology concepts and processes affecting personal information protection, including Internet tools, system interfaces, cybersecurity, information/data architecture, data integration, and data flows.
• Strong communication and presentation skills to engage a diverse range of stakeholders, and to provide privacy advice, direction, training and coaching to all staff levels.
• Strong interpersonal and collaboration skills to work effectively with cross-functional teams.
• High level of organization, detail orientation and ability to time-manage across multiple strict deadlines.
• Proven analytical and problem-solving skills to identify critical issues and recommend options.
• Strong verbal and written communication skills to promote and articulate privacy principles; prepare communication material, correspondence, reports, presentations, and other program-related documentation.
• Proficient with Microsoft Office (Word, Excel, PowerPoint, SharePoint, Teams) and other internal applications, as required.
