Large general contractor seeking experienced Design Manager with 10+ years of experience in RFP/RFQ or construction phase of large infrastructure projects ($100m+)

The Design Manager will be responsible for the management of project design through to completion. In doing so, this position will ensure that appropriate design resources are in place to deliver design information that complies with Client requirements and is within program and cost constraints. The role will manage, mentor, direct and supervise other construction professionals.

Core Responsibilities

  • Establish and implement the agreed design management strategy on the tender and subsequently project.
  • Develop design management procedures and ensure these are implemented accordingly.
  • Work with Design Team members (internal and external) to provide an effective design management service for the project/tender.
  • Manage the coordination of design between the third party designers, client and construction team.
  • Manage, mentor, direct and supervise other construction professionals on the design and related teams, including engineers, technologists and others.
  • Ensure the project team is working to the agreed design drawings and specifications.
  • Ensure the project team is working to the contractors proposals.
  • Assess design risk and manage its mitigation.
  • Where applicable manage/assist in the production of the contractors’ proposals, ensuring they are complete, unambiguous, have been reviewed by the bid team, and have been updated to include all post tender negotiations.
  • Produce agree and manage, with all relevant parties, a realistic design and information required schedule to satisfy design, procurement and construction requirements.
  • Ensure that all design deliverables are reviewed to establish they are within budget, are fully coordinated and are constructible.
  • Review the design with respect to mitigating Health and Safety issues prior to construction.
  • Where nominated organize and chair regular design team meetings.

Essential Functions

  • Provide guidance to the project team on design related issues.
  • Maintain close relationships with the customer and design organizations.
  • Comply with all applicable environmental requirements, including environmental certification, regulatory permits and authorizations.
  • Collaborate with clients and subcontractors.
  • Procurement of design, interpreting drawings, reviewing drawing and making sure the design program is on time.
  • Perform quality control for engineering drawings and specifications on site, workshop procedures, fabrication and civil and structural elements.
  • Manage the cost, scheduling, technical issues and overall productivity of the team ensuring the project completion on time and within budget.
  • Develop engineering drawings and specifications on site for civil and structural elements.
  • Ensuring design quality and that design directives are followed.
  • Establish, maintain and manage effective project design resource and team profile at bid and delivery stages.
  • Lead and provide a professional, comprehensive and sustainable design service for the customer and key partners/suppliers at bid and delivery stages.
  • Ensure completion and compliance of design management departmental procedures at bid and delivery stages.
  • Involvement with ‘design strategy’ and approach.
  • Ensure appropriate design resource, skill sets and structure.
  • Set-up and agree design management regime with the design team.
  • Ensure adherence to the design brief/scope of service and develop a comprehensive scope of service for key stages of project.
  • Ensure that fully coordinated design programmes are produced that integrate with the agreed project programme and that the programmes are regularly monitored for progress and updates.
  • Monitor progress against programme, and report to the project team.
  • Ensure that design is developed in line with commercial and construction requirements and the cost plan budget allowances.
  • Ensure that the design fully accords with the defined specifications as detailed within the work package control document or sub-contract documents as appropriate.
  • Co-ordinate the activities of the design team, contractors and statutory bodies (e.g. Local Authorities) in line with all applicable environmental requirements.
  • Ensure the design process recognizes compliancy issues, current legislation, standards and codes of practice.
  • Maintain design within cost restraints fully incorporating customers’ requirements.
  • Coordinate change control system and ensure changes are accounted for, authorized and implemented, as necessary, with the project manager and client.

Special Conditions:

  • Individuals may be required to travel within Canada and elsewhere as directed.
  • Positions, hence individuals, may be subject to relocation to projects and offices within Canada and elsewhere according to company resource requirements.

Knowledge, Skills and Abilities

  • Civil construction knowledge is preferred as well as excellent knowledge of contractual and building regulations.
  • Delegate and monitor work and provide constructive feedback.
  • Able to oversee timely and fair punch list completion, resolve all “routine” change orders, timely delivery through close out submittals, leaving the customer with a positive view of Company.
  • Good operational planning and time management skills; able to manage projects simultaneously without compromising on standards and quality.
  • Ability to ensure standards and specifications are met.
  • Ability to work with colleagues to deliver project and operational performance.

Experience/Qualifications

  • Bachelor’s Degree in Civil Engineering and/or Master preferred.
  • Minimum of 10 years of experience in a senior design related role earned on public infrastructure projects
  • Sound knowledge of construction practices and standards, with a heavy emphasis on bridges, roads, and related transportation infrastructure.
