Position Summary

The Senior Database Analyst combines ETL, analytics, and integration expertise with comprehensive knowledge of Mosaic PCN data holdings and understanding of organizational governance and operational details to proactively oversee and fulfill organizational analytics and data-driven decision-making needs. The senior database analyst achieves this by setting standards for and leading the creation of visually powerful, meaningful, and easily understood data visualizations in organizational Business Intelligence platforms, proactively identifying associations, trends, etc., and making suggestions for deeper analysis.

The Senior Database Analyst is also accountable for secure and efficient database development and maintenance, and oversight of the design and maintenance of the ETL processes, solutions, and documentation that support organizational data integration and analytics. In addition, this position will be working directly with REDI manager and director to support our Executive Leadership Team and the Board on our balanced scorecard development and organizational Key Performance Indicator strategy. This role would also be working directly with the Calgary Zone as well, with project work at Zone and provincial levels. This position will be involved in organizational risk reporting and board strategic planning supports. This role serves as lead in data management and governance.

The Senior Database Analyst role also contains elements of stakeholder relationship and internal team support.

This position – in collaboration and joint accountability with evaluation team members - has a high degree of autonomy in producing expected high-quality results.

Key Responsibilities

Stakeholder Relationships

  • Advises and negotiates with clients when data is not available or is inconsistent with the request to determine a feasible alternative.
  • Keeps clients apprised of progress to meet required timelines.
  • Engages and liaises with the project team and other stakeholders through the project lifecycle - from feasibility through development and testing to aid in data acquisition, architectural design and unit testing, and code deployments.
  • Communicate to manager changes in scope, effort, and schedule with the project team, and put through review and approval process. If approved, work on the change request to modify/update the developed or under-developed ETLs.
  • Work directly with the REDI Manager and Director to support Executive Leadership Team and the Board for measurement and evaluation strategy.
  • Work directly with the Calgary Zone as well, with project at Zone and Provincial levels.
  • Work with executive stakeholders to translate strategic organization requirements to operational deliverable.
  • Monitors and manages access to reporting environments.

Team Support

  • Provides suggestions for team's work assignment/distribution.
  • Provides technical oversight of work performed by database analyst and/or other technical positions.
  • Provides subject matter related coaching, mentoring, and advice to peers and analyst(s).
  • Participates as needed in the prioritization of requests of different complexity to balance competing demands when total workload exceeds available capacity, analyzes existing and future resource requirements across all requests to quantify the gaps, and subsequently proposes recommendations to the Manager for remediation.
  • Resolves (tiebreaker) technical disagreement amongst team on standards or practices where no resolution can be found between team members.

Database Design and Management

  • Verifies, ensures, and is accountable for secure, efficient, and accurate database development, ERD design scripting, and integration with business reporting platforms, and modification efforts. Ensures that databases are well-designed and efficient. Makes recommendations on efficient use of development tools and techniques.
  • Designs and maintains ETL processes (in both SQL server and AWS RDS, EC2, Redshift, S3) and solutions to support organizational KPI reporting and real-time analytics.
  • Support AWS cloud analytics and reporting practice: database management, data pipelining, resource allocation, functionalities exploration, data utilization guideline.
  • Support team technical skill development through coaching and mentoring.
  • Performs database and script tuning.
  • Maintains current and accurate knowledge of data storage and management best practices.
  • Create and manage SQL scripts for tables, views, job scheduling, procedures, function, triggers and indexes.
  • Provide best practice of automatic process of data migration from on-premise SQL server to AWS environment while maintaining data privacy and safety.
  • Works with transactional data, log files, backup, and recovery strategies.
  • Gathers and translates business requirements into database design, architecture, and workflows, including procedure calls, functions, scheduled job, etc.
  • Issue and problem tracing between reporting and source information systems.
  • Identifies and resolves production and development problems related to the use of the database management system software or utilities.
  • Manages and maintains user access and permissions to database environments.

Business Intelligence Reporting and Analytics

  • Verifies, validates, and is accountable for quality assurance processes associated with business intelligence, reporting, and analytics activities and products.
  • Creates visually engaging, user-friendly, and compelling reports and dashboards in organizational BI platform (Amazon QuickSight, Tableau and Power BI).
  • Undertakes complex analysis and translates key insights for clinical and business stakeholders by presenting data and insights in a clear, concise, and creative manner.
  • Combines ETL, analytics, data architecture, and integration expertise with comprehensive knowledge of Mosaic PCN data holdings and operational details to proactively and creatively design database integration and reporting solutions, working with and combining data from multiple systems as needed.
  • Manages multiple large complex data sets to enable and enhance complex analytics such as machine learning and artificial intelligence algorithms.
  • Performs ad hoc/custom data extractions, summaries, and analyses to support operational needs.
  • Supports the creation of analytic datasets to support in-depth evaluation.

Data Quality and Documentation

  • Verifies and validates the integrity and rigor of primary and secondary datasets for operational and strategic planning and evaluation purposes, including data retrieval and analysis and report preparation.
  • Validates/verifies, and participates in design and implementation of practices, standards, processes, and guidelines, to monitor and ensure rigorous data integrity and validity, applying varied methods for data quality assurance.
  • Conducts quality assurance review of data entering, loading, scripting, analytics, and automations.
  • Creates documentation standards and maintains comprehensive documentation related to Mosaic PCN data holdings and reports, such as metadata, data dictionaries, ERD, database back up plan, data pipeline diagrams, etc.

Qualifications and Requirements

Education and Experience

  • Bachelor’s degree in Information Technology, Database Management, Computer Science, Statistics/Data Science, Data Engineering, Mathematics or equivalent work experience required. Database and/or equivalent certifications considered an asset.
  • Advanced experience in Amazon Web Services (AWS) Platforms and Services is mandatory (minimum five years intensive experience)
  • Advanced level of proficiency in BI software: e.g., Tableau, Power BI, Amazon Quicksight (minimum three years’ experience).
  • Minimum five years’ experience working with spreadsheets, databases and tools for querying, integrating, analyzing, interpreting, reporting and disseminating data.
  • Minimum five years’ experience in the application of database performance tuning database design, database backup/recovery. Experience in data migrating from one platform to another will be considered an asset.
  • Demonstrates advanced understanding of data architecture principles and practices.
  • Experience with data lakes and data warehouses will be considered an asset.
  • At least three years’ hand-on experience beyond course work in data science, machine learning, and artificial intelligence is desired.
  • Advanced knowledge of and experience with database and other scripting languages (SQL, T-SQL, R, Python, etc.) and job scheduling
  • Advanced level of proficiency in Database Management Systems: Oracle, SQL Server, MySQL
  • Advanced database performance tuning skills.
  • Excellent verbal and written communication skills, with English language fluency, with the ability to clarify requested information.
  • Excellent time management and multi-task management to ensure project being completed on time and within estimated costs.
  • Collaborate effectively with multiple stakeholders on multiple projects in parallel, manage expectations and prioritization.
  • Demonstrates ability to exercise excellent judgment, thoroughness, and critical and independent thought regarding the management and assessment of primary data.
  • Demonstrates ability to work independently in a dynamic, team-oriented environment.
  • Adapts to changing or emerging organization needs.
  • Experience with computer programming and business process improvement will be considered an asset.

Working Conditions

  • Open office environment, involving primarily computer work, with some travel to other sites to meet with managers and teams.
  • Hybrid work environment. Must reside in the Calgary area and have the ability to come on-site a few days a week.
  • Occasional evening and weekend hours required.
  • Ability to travel on public transportation or valid drivers license with access to own car in good repair is required.
