  1. Plan and control budget and expenditures
  2. Plan, develop, implement, and evaluate human resources policies and programs
  3. Train staff
  4. Advise managers and employees on the interpretation of human resources policies, benefit programs, and collective agreements
  5. Establish and implement policies and procedures
  6. Assign, co-ordinate, and review projects and programs
