In A Nutshell:
Under the direction of the Manager, Planning Services, the Senior Planner, is responsible for assisting with the processing of Planning Act applications with a particular emphasis on addressing environmental and water resource issues. The Senior Planner will also assist with reviewing the local Official Plans to make recommendations to the Manager on conformity with the Planning Act including the Provincial Policy Statement and the County Official Plan. The Senior Planner will be the main liaison with the County’s environmental consultants who have been retained to review Environmental Impact Assessments (EIAs) and determine the need and scoping for EIAs in consultation with the environmental consultants. The Senior Planner will participate in the development of regional environmental and water resource initiatives.

The additional primary function of this role is to implement regional climate change initiatives including the County’s Regional Energy Plan. This position will serve as the primary regional resource regarding climate risks, vulnerabilities, and adaptation/mitigation actions and programs as well as monitoring and seeking funding opportunities to implement regional climate-related actions.

Day in The Life:
  • Assists the Manager in the review of new Official Plans from the seven local municipalities with a particular focus on environmental and water resource policies for which the County is the approval authority
  • Aids the Manager in pursuing regional planning strategies including the review and update of the County Official Plan, and any other regional strategic planning initiatives that are mandated or directed by the County Council
  • Lead and act as a resource in the technical development of regional and local climate change strategies to decrease vulnerability and increase resiliency to changing climate conditions and extreme weather
  • Provides technical support regarding risks, vulnerabilities, and adaptation/mitigation actions and programs and determines their applicability to Essex County and local municipalities
  • Develop and seek local and regional support for the priorities listed in the Essex County Regional Energy Plan. Further, the actions listed as the priority actions of the REP through the progression of partnerships and the ongoing research and strategies
  • Acts as the primary liaison between developers, their biological consultants, and the County’s environmental consultants as it relates to the review of Environmental Impact Assessments
  • Perform other duties as assigned

What We Are Looking For:
  • University Degree in Land-Use Planning with additional expertise in natural heritage and water resource issues
  • Minimum of 5 years of diverse experience, preferably in a municipal government setting
  • Registered or working towards a Professional Planner (RPP) from Ontario Professional Planning Institute (OPPI)
  • Working knowledge of the Planning Act and associated regulations, the Provincial Policy Statement, and other related legislation
  • Statistical and mathematical knowledge and ability to apply such knowledge in practical situations
  • Experience in project coordination or project management
  • Experience in developing Requests for Proposals, project budgets and managing complex strategic projects
  • Hold and maintain an Ontario Class G license and access to a personal vehicle for business use (regular travel within the County of Essex is required
  • Must provide a Police Information Check (PIC) document

Hours of Work:
Hours in Transportation Services will be seven (7) paid hours per day between the hours of 8:00 a.m. and 5:00 p.m., plus a one-half (1/2) hour unpaid lunch Monday to Friday.
