Manager, Budgeting, Accounting and Reporting

The Ministry of Agriculture is seeking a highly motivated, confident, and client-service oriented leader to be the Manager, Budgeting, Accounting and Reporting in the Corporate Services Branch. This individual should have strong communication, problem solving and management skills to provide financial expertise and leadership to internal and external clients with respect to all Ministry accounting and financial matters.

Reporting to the Director, Financial Services this position will oversee all financial reporting functions of the Ministry, including: quarterly and year-end activities; completion of financial forecasting (revenue and expense); preparation and tabling of annual financial statements for special purpose and revolving funds; audit coordination and addressing recommendations from the Provincial Auditor; contract review and management; assistance with the development and implementation of accounting policies, procedures and internal controls; revenue administration and collection and involvement in the development of the Ministry's annual budget.

The successful candidate will have knowledge of Generally Accepted Accounting Principles, Generally Accepted Auditing Standards, Financial Administration Manual, Public Sector Accounting Board accounting standards and legislative authorities. You will be required to instruct, coach and encourage others to enhance their job performance and further develop their skills. You will also be able to plan, prioritize, and organize a large volume of tasks and projects with conflicting and changing priorities to meet strict deadlines.

Typically, the knowledge required for this position would be gained through the completion of a degree in commerce or business administration with an accounting major and/or CPA accounting designation, in addition to several years of directly related financial experience.

You will have knowledge of:

  • applicable accounting practices, standards and procedures including Canadian Generally Accepted Accounting Principles for public and private sector organizations and Public Sector Accounting Board (PSAB);
  • government financial administration and budgeting processes and systems including the Financial Administration Manual and MIDAS;
  • applicable acts and regulations including the Financial Administration Act and the Executive Government Administration Act ; and
  • ability to liaise with other agencies, staff, and other ministries, to obtain, exchange, coordinate or confirm information while maintaining confidentiality and staying within policies and procedures.
