Role Responsibilities

Reporting to the Operations Manager, this position is responsible for administering the highway maintenance programs in a Contract Maintenance Area to ensure the safety of the motoring public. The Maintenance Contract Inspector will plan, order, oversee, and monitor the road maintenance programs including park roads and drainage canals on behalf of Environment and Protected Areas, to ensure that the work carried out by the Contractor is in accordance with the contract agreement.The Inspector will be responsible to manage a budget of approximately $6 to $8 million annually. This position liaises with the public, indigenous communities, contractors, officials of other provincial departments and municipal government officials.

Responsibilities include (but are not limited to):

Allocating maintenance work activity quantities to meet budget allocations as developed by provincial budget committee. Identifying maintenance requirements and recommending future maintenance plans/programs. Managing budget expenditures by reviewing work plans, verifying quantities and authorizing payments. Patrolling and inspecting area roads and bridges to observe conditions, assess needs, identify hazards and dangerous situations, and taking or recommending corrective action. Preparing and issuing work orders to the Highway Maintenance Contractor by authorizing and outlining work to be completed, ensuring timely and effective completion, warranty work and acceptance. Inspecting sites of the Contractors’ work to ensure adherence to the contract specifications, prescribed levels of service and budget constraints. Observing work in progress to ensure that adequate consideration and attention is given to the safety and convenience of the travelling public, and work zone management (i.e. lane closures, flagging, barricades, equipment operations, etc.) and to ensure environmental compliance. Measuring work as required to ensure quantities and quality of work provided by the Contractor is accurate as well as adequate. Ensuring quality assurance and control by assessing problems or deficiencies in standards, specifications, methods and techniques as well as recommending changes.  Investigating major vehicle accidents resulting from adverse or violent weather or road conditions, assess damage to road/bridge structures. Obtaining professional / technical direction from department staff as required and implement corrective action. Conferring with the Contractor to clarify or rationalize plans, ensuring work is performed at optimum times, verifying work schedules to ensure that they meet contractual requirements and to discuss complaints, problems, etc. Accepting or rejecting work performed and initiating corrective action including stopping work progress where standards are not met as well as advise appropriate personnel. Assessing the quality of materials used by the Contractor or arranging for the inspection or testing of materials (asphalt, gravels, sand, salt, earth, guard rails, delineators, signs, posts, line markings, etc.) to ensure that they meet departmental specifications.
