About Us

At the Department of Finance and Treasury Board we strive to provide financial leadership, analysis and policies that strengthen Nova Scotia. As stewards of the province’s financial affairs, we deliver a wide range of corporate fiscal and management services – including the preparation of the provincial budget – as well as ensure government plans are coordinated and fiscally responsible.

We are constantly looking for new and better ways to plan, manage, budget and invest.

About Our Opportunity

The Capital Markets Administration and Compliance (CMAC) division is responsible for the accounting, debt servicing, trade settlement, reporting, and custody of government’s market debt and investments while monitoring compliance with legislation and policies. The division provides professional advice, recommendations, and coordination of policies and guidelines related to debt management activities. In addition, the division reconciles government bank accounts, monitors and reports on government’s financial internal controls, manages governance specific software solutions, and corporate compliance programs.

Primary Accountabilities

Reporting to the Bank Reconciliation Supervisor, the Bank Reconciliation Clerk is responsible for providing accurate and timely accounting, reporting and support for all financial transactions of the province processed through the major charted banks. The incumbent will also be responsible for analysis of financial and technical data required to ensure proper allocation and financial conformity. Additional responsibilities include monitoring clearing accounts, creating and testing posting rules, processing stop payments and responding to inquiries. From time to time the Bank Reconciliation Clerk assists in training, business enhancements and procedure development.

Qualifications and Experience

The successful candidate must possess a Grade 11 education plus five years relevant experience or equivalent combination of training and experience may be acceptable. Preference will be given to those with post-secondary accounting training.

As the ideal candidate you have experience with banking services, financial accounting, financial reporting and reconciliations. Experience reconciling bank accounts as well as preparing journal entries is essential. Excellent written and verbal communication skills, interpersonal skills and the ability to work both independently and in a team are required.

Candidates need to possess a high attention to detail and a working knowledge of GAAP and SAP. Sound judgement and problem-solving skills are required to allow for the accurate interpretation of information to make effective decisions daily.
