Introduction

The Licensing and Compliance Branch of the Department of Health, Seniors and Long-Term Care is seeking a qualified professional for the role of Education and Outreach Specialist – Protection for Persons in Care Office. The Protection for Persons in Care Office (PPCO) of Manitoba Health, Seniors and Long-Term Care operates under the authority of The Protection for Persons In Care Act (The Act) and receives, inquires, and where appropriate, investigates reports of suspected patient abuse and neglect in health care facilities across the province. The Act is a law to help protect adults from abuse and neglect while receiving care in personal care homes, hospitals, or any other designated health facility.

The PPCO is currently housed within the Department of Health, Seniors, and Long-Term Care; however, the Manitoba Government announced in July that the PPCO will transition to become an independent office of the Manitoba Legislature.

Conditions of Employment: Must be legally entitled to work in Canada Must be able to provide and maintain satisfactory Criminal Record Check including Vulnerable Sector Search Must be willing and able to work extended hours, including evenings and weekends as required Must be able to travel throughout the province as required, with possible overnight stays Qualifications: Essential : Bachelor’s degree in social sciences, health, public administration, business administration or a related field. An equivalent combination of education and experience may be considered. Extensive experience in varied health care settings (may include direct care and/or administration). Experience developing and delivering education/training outreach for adult learners, preferably in a health setting. Ability to think strategically, anticipating future issues and applying foresight to strategic goals for continuous program improvements. Highly developed interpersonal skills with demonstrated experience developing and maintaining collaborative working relationships with internal and external stakeholders. Ability to work independently with minimal supervision, and display initiative to independently manage projects. Excellent verbal communication skills with the ability to clearly present complex and sensitive issues to internal and external stakeholders (e.g. facilitate group information and/or training sessions and create multimedia content for a variety of audiences). Strong written communication skills to write clear, concise documents for various audiences (e.g. public-facing materials such as website content, training packages, scripts, reports, position papers, posters, brochures, and letters). Strong political acumen for navigating sensitive and confidential issues with tact and diplomacy. Effective organizational and time management skills to adapt to changing priorities and meet deadlines. Proficiency in MS Office Suite (Word, Excel, PowerPoint and Outlook) or similar applications.
Desired : Experience in various multimedia platforms for training and education. Duties: Reporting to the Director, the Education and Outreach Specialist works as a member of the Protection for Persons in Care Office to deliver education and training throughout Manitoba to staff and management of personal care homes, hospitals, designated health facilities, educators and stakeholders in the areas of patient abuse and neglect prevention. The incumbent ensures that the education and training as developed aligns with reporting expectations under The Protection for Persons in Care Act and its associated regulations.

This position functions in an environment requiring a team approach on issue identification and resolution. The incumbent works closely with the Planning, Policy and Quality Assurance Analyst to deliver education and training that responds to or addresses specific or trend information with a goal to supporting facility operators’ duty to protect the patients of the facility from abuse or neglect and to maintain a reasonable level of safety for them.
