Duties

Staffing for various VM-03 positions. Some of the duties may include:

Monitors, evaluates and analyses current trends and developments in the sciences related to animal health, meat hygiene, feed, aquatic animal health and national operations and risk assessment strategies; prepares and updates course content and training materials in accordance with current trends and developments.
Conducts and reports audits on export programs, both nationally and internationally.
Supervise student workers and trainees. Providing guidance related to the definition of functions and explains responsibilities; reports on progress of projects and provides feedback.
Prepares and supports the preparation of written reports; briefings, ministerial correspondence, and carries out assigned work and responsibilities; responds to inquiries and develops recommendations and decisions for use by programs to enable uniformity and consistency.
Conducts quality assurance, risk assessment and regulatory audits to assess the compliance of regulated establishments with acts, regulations and accreditation requirements.
Supports the development of policy, regulation and guidance materials for animal health related programs.
Provides veterinary scientific or technical analysis, advice, and recommendations to science or program managers or to the senior veterinary science specialist in support Agency programs.

Staffing for various VM-04 positions. Some of the duties may include:

Reviews, evaluates and prioritizes information regarding scientific and technical data on the management of animal healthrelated activities, established standard research practices and risk identification/characterization; evaluates deviations and identifies options for developing or updating policies, regulations, guidelines and manuals to provide assistance and advice to senior management and external clients as directed by the manager.
Leads and conducts national and international environmental scans and program impact assessments to provide information on developments in technology, political entities and public opinion that may or will influence the need for and acceptability of policies, regulations, guidelines, manuals, hazard plans and business transactions, and to ensure that new and modified programs and procedures are consistent with current legislation, regulations and guidelines and the latest scientific knowledge.
Directly or functionally leads and supervises assigned resources and identifies skills needed to develop programs, promote, provide and participate in employee training and professional development; sets goals and objectives, prepares and implements plans.
Provides expert advice and guidance on addressing complex or unusual problems and crisis situations.
Leads the development of policy, regulation and guidance materials for animal health related programs.

ESSENTIAL EDUCATION

EEd1 - Graduation from a recognized school of Veterinary Medicine, defined as:
ograduation from a veterinary school accredited or approved by the Canadian Veterinary Medical Association (CVMA); or
ograduation from another veterinary school and holding a Certificate of Qualification (Parts A, B & C) granted by the National Examining Board of the CVMA

OCCUPATIONAL CERTIFICATION

Eligibility for membership in a Canadian veterinary association, defined as:
ocurrent members of a Canadian veterinary association with a license recognized by the Canadian Veterinary Medical Association; and
onon-members of Canadian veterinary associations holding a Certificate of Qualification granted by the National Examining Board (NEB) of the CVMA.

This means possession of or eligibility for an unconditional general license that constitutes acceptable evidence of occupational competence and that is granted by an organization legally established by federal, provincial or territorial law as a certifying or licensing body.

Eligibility means that an individual has met all academic and occupational requirements with respect to degrees, examinations etc., without having to have obtained or maintained actual registration, certification or membership.

Eligibility for an unconditional general license as a Veterinarian also includes the mandatory requirement of successful completion of the National Examination Board (NEB) examinations (Parts A & B, as well as Part C for foreign-trained individuals).

For those applying for positions within the CFIA, a copy of their degree, as well as proof of successful completion of the NEB examinations (Parts A & B, and Part C for foreign-trained individuals), is required. In circumstances where an individual does not have proof of completion of the NEB examinations, the CFIA will require certification from the appropriate provincial licensing body that the individual is eligible for licensing by the association.

Continuously employed employees in the VM Group who have previously been deemed to meet the occupational certification requirement, are still deemed to meet the minimum requirement (grandparent-protected).

Individuals who were formerly appointed to the VM Group, then retired or resigned, and who are rehired, and who have previously been deemed to meet the occupational certification requirement, are still deemed to meet this minimum requirement when rehired (grandparent-protected).

Employees in the VM Group who meet the occupational certification requirement by virtue of a public service license are exceptions to the VM Group Selection Standard and are only protected for the position they currently occupy.

ESSENTIAL EXPERIENCE

EE1 - Experience (Significant* experience for VM-04 positions) in providing advice and recommendations to stakeholders, in a written format related to at least one of the following:
- Animal health;
- Food safety;
- Meat Hygiene;
- General Veterinary Medicine;
- Laboratory Environment;
- International;
- Veterinary Biologics; or
- Veterinary Drugs

EE2 - Experience (Significant* experience for VM-04 positions) working in multi-disciplinary groups in the area of policy, science, regulatory or programs

EE3 - Experience (Significant* experience for VM-04 positions) working with stakeholders on complex issues**

*Significant (VM-04 ONLY) is defined by the depth, breadth, variety and level of autonomy demonstrated over a period of approximately 2 years.

** Complex issues are defined as multi-dimensional, sensitive, confidential, affecting stakeholders/partners, precedent-setting or impacting the operations.

OTHER ESSENTIAL QUALIFICATIONS

Essential qualifications, such as competencies, abilities and knowledge will vary depending on the position being staffed. Essential qualifications will be assessed by the manager prior to an appointment being made.

ASSET EDUCATION

AEd1 - A Masters or PhD in a natural, physical or applied science from a recognized post-secondary institution, with a specialization in animal health, epidemiology, microbiology, virology, molecular biology, or a related discipline.

ASSET EXPERIENCE

AEx1 - Experience in design or delivery of programs, policies and standards for import/export of live animals, animal products, by-products including meat, or seafood.

AEx2 - Experience in advancing trade issues by negotiating with trading partners, international organizations, regulated parties or stakeholders industry associations, other government departments or agencies).

AEx3 - Significant* experience in at least one of the following programs :
-Aquatic Animal Health (Import, Export, and/or Disease Control);
-Terrestrial Animal Health (Import, Export, Disease Control, Trace, and/or Humane Transportation Animal Welfare, Animal Health Emergency preparedness / response);
-Veterinary biologics or veterinary drugs;
-Meat Hygiene Slaughter - Red Meat and/or Poultry (including food import, export and animal welfare at slaughter); or
-Sciences (Surveillance, Epidemiology, Microbiology, Laboratory Services).

AEx4 - Significant* experience reviewing, explaining and providing technical, regulatory or scientific information, clarification or advice to the inspectorate, industry or other stakeholders.

AEx5 - Experience in designing, developing or delivering training.

AEx6 - Experience conducting audits and document reviews.

AEx7 - Significant* experience in researching, analyzing and synthesizing animal health data and in the critical evaluation of the scientific literature and conducting literature reviews.

AEx8 - Significant* experience in the use of statistical software for the production of scientific reports related to disease trends, risk factors, modeling or network analysis in the field of veterinary epidemiology.

AEx9 - Experience developing disease surveillance approaches and providing advice in relation to disease freedom.

AEx10 - Experience evaluating veterinary infrastructure of countries and zoosanitary status within the context of import risk analysis.

AEx11 - Experience conducting complex and timely risk assessments, which contribute to the development of policies in animal health and welfare, trade, surveillance or disease control programs.

AEx12 - Experience in the implementation of innovative approaches and solutions relevant to Animal Health.

AEx13 - Experience in the collection and generation of intelligence and in the production of risk intelligence products.

AEx14 - Experience in foreign or domestic animal disease control or eradication programs.

AEx15 - Experience in forgien or domestic animal disease response.

AEx16 - Experience contributing to or developing Animal Health emergency planning activities or response.

AEx17 - Experience implanting change management strategies in at least one of the following:
-Meat Hygiene,
-Animal Health; or
-Food Safety.

AEx18 - Experience in directing and conducting the evaluation of scientific data related to animal health issues.

AEx19 - Significant* experience in veterinary clinical practice or working in a veterinary diagnostic or research laboratory.

AEx20 - Experience in reviewing, researching and analyzing scientific and technical information and in the production of scientific reports.

AEx21 - Experience making risk based decisions or providing advice for risk based decisions related to policy or procedures.

AEx22 - Experience supervising staff.

AEx23 - Experience developing risk assessment strategies at the intersection of public, animal and ecosystem health.

AEx24 - Experience in liaising and establishing linkages with government or non-governmental officials (academia, industry) demonstrated through strong verbal, written and interpersonal communication skills.

AEx25 - Experience in communicating (oral and written) scientific results in the field of veterinary epidemiology to different audiences.

*Significant is defined by the depth, breadth, variety and level of autonomy demonstrated over a period of approximately 2 years.
