Introduction

The Department of Consumer Protection and Government Services is seeking a qualified individual to fill the Senior Project Manager position within the Strategy and Agreements - Strategic Initiatives and Alternative Delivery branch.

Capital Project Planning and Delivery (CPPD), a division within Manitoba Consumer Protection and Government Services, develops and maintains a multi-year overarching capital infrastructure plan; delivers and manages departments' capital projects according to the approved capital infrastructure plan; manages the negotiation of bilateral capital funding agreements and partnerships; and implements and oversees the use of innovative project delivery and project financing methodologies. Strategic Initiatives and Alternative Delivery (SIAD) is within CPPD's Strategy and Agreements branch. SIAD provides leadership in optimizing Manitoba’s strategic capital investments. By leveraging funds, partnerships and strategic alignments, SIAD works to facilitate progressive solutions and drive value for money by leading strategic government infrastructure initiatives and utilizing a suite of alternative investment and delivery tools including but not limited to; alternative procurement models, Canada Infrastructure Bank, strategic project development, and leveraging federal merit-based opportunities.

Conditions of Employment: Must be legally entitled to work in Canada Qualifications: Essential Post-secondary education in Business Administration, Public Administration and/or Project management involving capital infrastructure. A relevant combination of education (ex. economics, finance, other) and experience may be considered. Strong experience in capital infrastructure projects including project applications, business case development and analysis, contract management, financing strategies and agreements, and value for money analysis. Strong verbal communication skills to present complex and sensitive information.  Excellent written communication skills to produce complex and sophisticated written material for a variety of audiences. Excellent organizational skills to manage multiple complex projects with competing priorities. Strong interpersonal skills to work in a professional team environment as well as with a diverse range of internal and external stakeholders with both mutual and competing interests. Ability to analyze and interpret complex information to provide recommendations to senior management for decision-making purposes.  Strong political acumen to effectively manage highly sensitive and confidential matters. Demonstrated initiative including the ability to work with minimal supervision and independently manage projects.  Desired: Knowledge of alternative financing and complex alternative procurement models available to optimize public infrastructure delivery Duties: The Senior Project Manager will work with a wide range of internal and external stakeholders throughout each strategic initiative and project to facilitate progressive solutions in support of provincial capital investments in public infrastructure. The Senior Project Manager will develop strategies and utilize a suite of alternative investment and delivery tools including but not limited to, alternative procurement models and the Canada Infrastructure Bank. The Senior Project Manager will also collaborate on strategic initiatives that range in asset class, industry, and sector in support of provincial priorities.
