Introduction
The Central Finance Division is responsible for ensuring Manitoba Finance is operating in a manner that is transparent, controlled, and in-line with government mandates and financial policies. Central Finance provides shared financial services and budget oversight for various departments, including Finance, Executive Council, Public Service Commission, Public Debt, Tax Credits, and Employee Pension and Other Costs (EPOC).The Manitoba Government has a comprehensive benefits package which includes extended health care, health spending account, dental care, vision care, long term disability insurance, group life insurance, maternity/paternity leave, family related leave and a defined pension plan (some pension plans allow for portability between the Civil Service Superannuation
Board and employers).
Conditions of Employment: Must be legally entitled to work in Canada Must provide and maintain a satisfactory criminal record check. Qualifications: Essential: Recognized accounting designation Chartered Professional Accountant (CPA) (CA, CMA, CGA) or equivalent training and experience. Experience applying General Accepted Accounting Principles, with an understanding of internal control concepts and accrual accounting practices. Experience developing and monitoring processes and internal controls. Experience interpreting and applying policies, statutes and legislation, and/or conducting audits and reviews to assess compliance, make recommendations and improve existing processes. Excellent problem solving skills to research, analyze, and translate problems and proposals into advice and recommendations for senior management. Strong interpersonal skills with the ability to interact with a wide range of stakeholders. Strong organizational and time management skills with the ability to prioritize work in a deadline driven environment. Excellent written communication skills. Excellent verbal communication skills. Desired: Experience with SAP and PBFM or equivalent accounting/ERP software. Duties: The Comptrollership Analyst provides support to client departments by being the point of contact, resource, and subject matter expert in the areas of comptrollership and financial administration. Residing within the department but reporting to the Director (SFO), the analyst assists department leadership with budgeting, cash flows, variance reporting, policy and legislation interpretation, and the estimates process. The analyst is responsible for aiding departments with fiscal responsibility and management.
