Job Summary

The Commercial Associate Director will be responsible for managing the detailed day to day tasks and streamlining the commercial management processes.

Responsible for providing cost management services to achieve completion of projects.
Responsible for managing a large teams to deliver key outcomes contributing to strategic development.
Provides leadership & direction to team members.



Key Job Responsibilities

Help Lead, develop and maintain strong collaborative working relationships, developing mutual trust and understandingSupport the procurement of the various Contractors through RFP to financial close on behalf of the Client.Support Client during Development phase in Target price negotiation and Lead on Target Price aspects including and incentivization regimes where requiredSupport on definition of Allowable Costs, assessment of incentive reward payments, verifying eligible cost.Control, manage, and report contractual obligations from procurement to final account including contract administration involving Early Warnings and Change ControlContinuously improving tender reports, protocols and documentation including the following key deliverables.Establishing, chairing, recording and reporting regular upstream commercial client meetings and similarly with service providers downstream.Budget planning, forecasting and cost management.Overseeing all aspects of contract administration including payment certification, cost reporting, change management and reporting on progress.Participation in Service Definition work planning (and Annual Service Plans) drawing upon the functional teams in Project Controls, Production, Interface Management, Field Services, Quality, and SafetyProviding assurance analysis of planned targets (set-up by vendors) for realism and whether they meet the required criteriaProvide substantial input to performance measurement systems, Key Result Areas/ KPIs, implement long term improvement processes and monitor for results;Participate in key decision making, risk analysis and assessments;Ensure sustainability is at the heart of Program process and decision making to ensure the right decisions are made now and for the future.Help identify value engineering savings within the project designs and construction methodsFacilitate a project environment which is collaborative, inclusive, diverse and celebrates our differences. Create a high performing culture open to constructive challenge, seeking continual improvement and implementing lessons identified from past experienceManage Contractors, lead on payments, reconciliations and auditing of costs.Development of training materials to support wider team and Client knowledge disseminationTraining and development, mentoring of junior staff

Manages a large team (or several teams) of direct reports, driving the appropriate behaviours to achieve success & key performance indicators (KPIs), including a continuous improvement culture.
Drives measurement of valuations to ensure cost control and reporting services are enforced.
Directs the production of monthly post-contract cost reports and presenting them to the client.
Proactively identifies costing associated with design changes, contract awards, construction activities and client charges.
Oversees the evaluation of claims for delay and additional costs made by the contractor and any nominated subcontractors/suppliers.
Directs issuing of certificates of practical completion to ensure final sign off on accounts.
Advises on issue of certificate of making good defects and final completion in accordance with completion, submissions and approval requirements.
Delivers continuous improvements in processes through application of best practices and lessons learned. Drives transformational change.
Works collaboratively towards the common goal of net zero carbon transition, and share responsibility for the proactive identification and management of the associated carbon emissions and reductions during the delivery of work.

Industry Competencies - Industry experience and/or qualifications

Minimum fifteen years of relevant experience in large infrastructure and rail transit projects with renowned construction or consulting company (s)

Degree in quantity surveying/cost management (or equivalent).
Professional membership or working towards i.e. MRICS/RICS (or equivalent).
Detailed knowledge in most forms of contract.

Sound knowledge of value engineering, life cycle costing, contract law and contractual frameworks relating to construction.
Knowledge of contractual frameworks relating to construction.
Sound knowledge and ability to undertake and advise on Contract Administration and Contract Management.
Knowledge of value engineering, life cycle costing, contract law and contractual frameworks relating to construction.
Capex V Opex Cost analysis/advice.
