The special projects Procurement team is soliciting experienced Procurement Officers to support the Office of Facilities Renewal Management (OFRM). The OFRM leads the prioritization of future NRC facility recapitalization projects, while working with CBIs through the strategic planning process to ensure they are transformative and advance the NRC's digitalization of research ambitions.

In addition, the incumbent is responsible for the development and delivery of services which will promote and monitor sound contracting and procurement principles and practices. Leading by example and capable of undertaking strategic and complex projects, the incumbent is responsible for exercising functional authority and providing direction, assistance and advice to staff and clients in the goods, services and construction contracting process to all CBI throughout the National Research Council.

Key responsibilities and skills associated with the position include:

  • Overseeing identifying potential suppliers, soliciting bids or proposals, and evaluating vendors based on factors such as price, quality, and delivery capabilities.
  • Negotiate terms and conditions with suppliers to secure favorable pricing, payment terms, and contractual agreements.
  • Lead and/or supervise a team of contracting professionals predominantly in French, providing guidance, mentorship, and support in executing major procurement activities.
  • Ensure compliance with terms and conditions, monitoring supplier performance, and addressing any issues or disputes that may arise.
  • The candidate will build and maintain strong relationships with four research centres and project leads, fostering collaboration, communication, and mutual trust.
  • The candidate will conduct market research to stay informed about industry trends, supplier capabilities, and pricing dynamics.
  • The candidate will mitigate risks associated with procurement activities, such as supply chain disruptions, quality issues, and adhering to NRC polices, treasury board directives, sourcing strategies compliant with domestic and international trade agreements.
  • Proactive risk management is essential for safeguarding the organization's interests and continuity of operations.
  • The candidate will develop, maintain, and manage project data to support monthly procurement reports, analyze data related to spending, supplier performance, and market trends to identify opportunities for optimization and cost reduction.

Effective communication skills are essential for interacting with internal stakeholders, suppliers, and other relevant parties. Procurement specialists must clearly articulate requirements, negotiate terms, and address inquiries or concerns in a professional manner.

Procurement-related projects, such as supplier onboarding, contract renewals, or process improvements. Strong project management skills help ensure timely execution and successful outcomes.

Procurement specialists adhere to ethical standards and legal requirements in their dealings with suppliers and other stakeholders. Integrity, honesty, and transparency are fundamental principles guiding their professional conduct. Screening Criteria

Applicants must demonstrate within the content of their application that they meet the following screening criteria in order to be given further consideration as candidates:

Education

University degree or College diploma in business administration or in a related field. An equivalent combination of education and experience may also be considered.

  • A Supply Chain Management Professional designation with the Supply Chain Management Association of Canada (SCMA) would be considered an asset.
  • A certificate from a recognized supply chain organization would also be considered an asset.

Experience
  • Significant* and recent** managerial experience in supervising staff, as well as procurement and contracting processes.
  • Significant* experience in the acquisition process for goods, services or constructions services. Significant* experience in interpreting and applying contracting legislation, regulations and policies.
  • Significant* experience in providing expert advice and direction in the procurement and contracting process to all levels of management, including recommending strategies and course of actions.
  • Significant* experience in the management of a workforce engaged in complex, high risk, high dollar value procurement and contracting projects.
  • Significant* experience working on personal computers using MS Office (specifically Excel, MS Word and MS Outlook) and SAP or similar integrated business software.

Experience in a federal government environment would be an asset.

Significant is in-depth knowledge (detailed and focused) &/or broad (extensive) knowledge of the subject area years)

  • Ability to respond to inquiries from employees, superiors and clients, to enforce compliance with the provisions of the various instruments, to write NRC procurement recommendations and to make or guide contracting and procurement decisions that balance client needs with compliance requirements.

Compensation

Salary is under review

From $96,741 to $108,669 per annum.

In addition, the incumbent will receive the Bilingualism Bonus of $800 per year.
