Job Summary

This position is responsible for managing the City of Regina's Community Investment Grants Program, which consists of various grant programs within Culture, Social Development, and Sport & Recreation funding streams.

Key Responsibilities
  • Lead a team of subject matter experts to develop funding objectives in alignment with the Official Community Plan and other guiding documents.
  • Develop and manage program guidelines, application forms, and adjudication processes, ensuring transparency, fairness, accountability, and harmony across funding streams.
  • Develop a performance management program to assess the impact of the City's community investments on citizens, analyzing information and preparing reports for the community and senior administration.
  • Promote community investment programs and opportunities through various media and community workshops.
  • Apply formal and informal communication methods to consult and educate applicants and recipients on community investment programs and opportunities.
  • Direct the adjudication of assigned committees using a peer committee evaluation process.
  • Prepare reports for senior levels of Administration and Council seeking approval of funding recommendations.
  • Effectively manage dynamics and competing priorities of organizations and individual volunteers who sit on the peer adjudication committees.
  • Ensure the integrity of the community investment review process and safeguard the propriety of the corporate contribution to various projects, programs, and organizations.
  • Develop and enforce reporting standards and verify financial accountability for funding allocations.
  • Supervise the development and maintenance of a database on community investment programs.
  • Evaluate the effectiveness of existing community investment programs and make recommendations for continuous improvement.
  • Negotiate agreements and partnerships between the City of Regina and various community organizations.
  • Supervise, direct, and monitor the activities of the Community Investments Clerk.
  • Respond to inquiries and correspondence from the general public, volunteers, local business, elected officials, and others.
  • Follow all rules and regulations as set out in the Provincial Occupational Health and Safety Act and the City of Regina Occupational Health and Safety Manual.
  • Administer the community investment budgets and manage all aspects of the Henry Baker Scholarship Program.
Requirements
  • Completion of a University degree in Business Administration, Public Administration, or a related field.
  • Three to five years of progressive experience in municipal government or a related governmental agency.
  • Knowledge of and ability to apply sound project/program management methodologies.
  • Knowledge of and ability to develop a performance management program that demonstrates the program's impact.
  • Knowledge of the process of public administration and budget development at the civic level.
  • Knowledge of computerized financial systems and the ability to utilize a personal computer, specifically spreadsheets and database applications.
  • Knowledge of related policies, procedures, and processes that govern the Community Services Department.
  • Ability to function independently, think critically, and analyze issues in an expeditious manner.
  • Ability to conduct research, evaluate, and analyze data and information and determine practical application of such.
  • Ability to define and solve problems, draw conclusions, make recommendations, and resolve agreements that are mutually beneficial to the parties.
  • Ability to develop and facilitate processes and partnerships.
  • Ability to manage and work with multi-disciplinary and intra-divisional work teams.
  • Ability to work with a high degree of initiative and independence.
  • Ability and willingness to be accountable for personal performance and the performance of staff.
  • Ability to establish and maintain effective working relationships with the public, volunteers, civic staff members, local business, elected officials, and others.
  • Demonstrated communication skills with respect to interaction with community organizations and Review Committee members and to ensuring all written and oral communication is clear, concise, logical, and understandable.
  • Demonstrated leadership abilities and skills are essential in facilitation, conflict resolution, and consensus building.
  • Knowledge of the aboriginal community and various aboriginal organizations in Regina is required.
  • Understanding of the corporate strategic priorities and ability to integrate those priorities into community investment programs.
Working Conditions
  • Must possess a valid Class 5 driver's license and have a vehicle available for travel within the City.
  • May be required to work non-standard hours.
