Join the Business and Asset Management Standards team at the Ontario Clean Water Agency (OCWA) in an exciting opportunity to lead the development and execution of asset management planning processes that integrate with operations, maintenance, repair/rehabilitation and new construction activities in support of the Agency's business goals.

(The above salary range is from 2022, and the minimum and maximum of the pay range will be adjusted once the new pay range for 2024 is available.)

What can I expect to do in this role?Reporting to the Director, Business and Asset Management Standards, in this role you will:
  • Lead the development of Asset Management Plans for OCWA's asset portfolio of over 70,000 assets valued at over $20B, using one of the most advanced Asset Management System in Canada.
  • Undertake assessments of water and wastewater facilities providing recommendations on existing asset performance, capital recommendations, long term financial planning, asset planning strategies, metrics and benchmarking.
  • Provide technical expertise and guidance for the strategic planning and delivery of asset management projects for the Agency.
  • Develop engineering and asset management business opportunities in support of the Agency's business goals.
  • Lead projects, by directing staff, contractors and consulting engineers, defining project requirements, reviewing project schedules and critical path analysis, monitoring performance and managing project budgets.
  • Support the Agency's Computerized Maintenance Management System (CMMS) Database, including the asset registry, preventative maintenance program, running models to determine long term financial and asset implications based on various short term capital maintenance limitations, and overall application improvements.
  • Develop new business leads and implementation strategies. Prepare proposals for clients' consideration.
  • Make presentations to Councils and other boards of management that represent OCWA clients to communicate the Agency's approach to Asset Management and the results
How do I qualify?Mandatory
  • Licensed Professional Engineer by Professional Engineers of Ontario (PEO).
  • Ability to travel throughout the province as required, including overnight trips.
  • Valid Driver's Licence.
Knowledge:
  • Significant engineering knowledge in the development and implementation of asset management plans and programs.
  • Experience coordinating or undertaking performance assessments of water and wastewater infrastructure.
  • Knowledge of new and emerging technologies/concepts/best practices in the field of asset management and associated analytics.
  • Knowledge of project management principles.
  • Proficient in the preparation of technical engineering reports, client proposals and business cases.
Skills and Abilities include:
  • Good oral and written communication skills to prepare technical documentation including business cases, proposals, technical memos, presentations and reports; with the ability to communicate ideas, issues, and quantitative analysis clearly, concisely and persuasively.
  • Excellent leadership skills to negotiate and interact with clients, develop, present concepts and facilitate stakeholder meetings.
  • Strong presentation skills to develop/deliver and lead presentations to clients, Councils, internal and external stakeholders.
  • Exceptional project management skills including management of multi-disciplinary teams, scope, budgets and schedules.
  • Demonstrated critical thinking, analytical and problem solving skills.
  • Proficient with MS Office Suite of programs.
  • Familiar with asset management software/digital tools such as Maximo.
  • Ability to build trust in mentoring partnerships and encourage the capabilities of less experienced staff.
  • Ability to work effectively with a diverse workforce.

The Ontario Clean Water Agency is an agency of the Province of Ontario, reporting to the Ministry of the Environment, Conservation and Parks. In 2023, OCWA staff treated water and wastewater, and provided other technical services for 318 clients in the province including 169 municipalities, 16 First Nations, 108 commercial and industrial clients and 25 government and institutional clients. Municipal clients range in size from populations as large as 1.5 million in the Region of Peel to as small as 2,400 in Moose Factory. This broad scope of experience ensures OCWA has the expertise to solve any issues that may arise, in any size or type of treatment process in the province.
