Job Summary

The District of North Vancouver is seeking a highly skilled and experienced Senior Property Services Manager to join their team. This is a senior-level project coordination and complex real property appraisal, negotiation, and advisory work in the investigation, valuation, and negotiation of real property for District acquisition, expropriation, sale, exchange, lease, license, statutory rights of way rental or other purposes.

Key Responsibilities
  • Manage the development of land acquisition projects, preparing complex appraisal and negotiation reports, feasibility studies, analyses, and related recommendations relating to real estate values and market conditions.
  • Perform complex appraisals for residential, commercial, and industrial land to be acquired for a variety of purposes, gathering data from various sources and conducting or directing field inspections to supplement data obtained to determine market value of land.
  • Negotiate complex lease negotiations, including new lease agreements and renewal terms.
  • Negotiate with property owners and/or their representatives for the acquisition of real property, including easements, covenants, and rights-of-way required by the District, collaborating with in-house legal counsel on legal agreements such as purchase and sale agreements, statutory rights of way, easements, leases, and other legal agreements.
  • Supervise and lead the work of interdisciplinary teams in regard to land management, providing advice and guidance relating to land policy, real estate transactions, and related matters, providing direction and guidance to Property Services Agents, and participating in the training of same.
  • Assist a superior in coordinating operations and programs of the section and direct and coordinate the work of consultants.
Requirements
  • Considerable knowledge of the regulations, laws, acts, statutes, and of the policies and objectives governing the work.
  • Considerable knowledge of the principles, practices, and procedures used in land appraisal and negotiation for the purchase, sale, leasing, and property management of real estate, rights of way, and other property interests.
  • Sound knowledge of current property values, market trends, major civic or private development projects, and their effects and influence on property values, and of the methods, procedures, regulations, forms, and documents used in conveyancing, real estate operations, land registration, and related transactions.
  • Sound knowledge of the rules, regulations of Expropriation, and bylaws relative to zoning, subdivision, site development, building permits, and other legislation affecting real property.
  • The ability to coordinate complex acquisition projects, to prepare feasibility studies, to analyze reports, and to prepare recommendations.
  • The ability to perform complex appraisal tasks and to negotiate with property owners and developers for the acquisition, expropriation, sale, and development of land.
  • The ability to supervise and provide direction and guidance to Property Services Agents and consultants and to assist a superior in planning and coordinating section operations and programs.
Qualifications
  • Completion of a Bachelor's Degree in Urban Land Economics or related discipline, substantial completion of coursework required for Accredited Appraiser – Canadian Institute certification plus considerable related experience; or an equivalent combination of training and experience.
  • Eligibility for professional membership in the Real Estate.
  • A valid BC Driver's Licence.
