Job Summary:


The Legal Service Representative I (LSR I) is responsible for supporting the cost recovery programs under the interjurisdictional/interagency agreements (IJA and MPI) by overseeing the recovery process The LSR I is responsible for management/oversight of the WCB contract process and database, as well as providing paralegal support for 3rd party litigation matters.

Job Duties:

Administers the cost recovery process under interjurisdictional/interagency agreements.

Determines claim eligibility pursuant to the agreements; documents eligibility decisions and related correspondence in EMERGE and corresponds with other WCBs, agencies and clients; maintains information database to track ongoing recoveries, manage internal and external customer inquiries about the cost recovery process and closes out files when action is complete.


Supports Legal Counsel with 3rd party litigation including gathering information, conducting and reviewing online legal searches, issuing subpoena's; responding to access to information requests, requests for police reports, ordering death certificates, and preparing documents, information and updates to external counsel and to internal and external stakeholders.


Manages the WCB contract and archive databases including monitoring contract expiry dates, preparing and sending notices of contract expirations/renewal provisions to internal contract owner, and provides notice and guidance to internal customers to ensure that all departments are aware of and following policies set out for procurement or services.

Prepares draft contracts on routine matters using templates. Prepares a contract statistics report monthly and annually reconciles expenses paid to expenses contracted. Respond to requests from staff on the procurement policy process and for contract information.


Reviews and responds to requests for claim information from the Federal Government as per the Government Employee Compensation Act (GECA) in prescribed timelines.

Researches issues/situations and compiles/summarizes the information from internal and external stakeholders. Develops, maintains and tracks confidential statistics, records, reports, limitation dates and internal/external communications.

Acts as a resource to administrative staff on legal services processes and procedures.

Maintains membership in various operational or planning committees as required.

Performs other related duties as assigned.

Qualifications:

Completion of a post-secondary certificate in a legal administrative assistant program or business/office administration.

A minimum of three (3) years of litigation/paralegal support experience in a legal or legislative environment

Advanced proficiency in the use of integrated computer software (Microsoft Office Suite and Internet tools) in a Windows environment

Knowledge of the general workings of the court and legal system in Manitoba

Basic knowledge of accounting and budgeting principles

Ability to obtain, assess and evaluate information from a variety of sources

Ability to interpret and apply provisions, policies, procedures and legislation

Ability to take initiative and exercise judgment/discretion when solving problems

Ability to provide detailed and accurate work

Ability to handle confidential and sensitive information and exercise discretion in providing information to others

Ability to plan and organize workloads while managing multiple demands

Ability to communicate effectively, both verbally and in writing

Ability to listen and probe to determine the appropriate response to requests for information over the phone

Ability to deal tactfully, diplomatically and objectively with staff and internal/external stakeholders in sometimes confrontational situations

Ability to work independently and in a team environment

General knowledge of the Workers Compensation Board operations & legislation and privacy legislation (PHIA/FIPPA) would be an asset

Knowledge of Interjurisdictional Agreements and Cost Recovery processes would be an asset
