The Alcohol and Gaming Commission of Ontario (AGCO) is a regulatory agency that reports to the Ministry of the Attorney General. The AGCO is responsible for regulating the alcohol, gaming, horseracing, and cannabis retail sectors in Ontario, in accordance with the principles of honesty and integrity, and in the public interest.

AGCO's Corporate Affairs, Policy, and Planning Division seeks a Director of Strategic Planning, Prioritization, and Corporate Performance. This role is pivotal as it involves leading AGCO's strategic and corporate planning processes and working closely with AGCO's C-suite and the business units' leaders. This is an inaugural leadership position, reflecting AGCO's maturing approach to strategic planning and performance measurement. In this role, the incumbent will be responsible for developing and implementing strategic and business plans, establishing short and long-term priorities in alignment with the agency's strategic goals, the direction of the AGCO's board and the priorities of the Ontario Government.

In addition to corporate planning, the Director will spearhead the development and implementation of agile and fit-for-purpose frameworks and methods for strategic and business planning, portfolio and project management, and initiative prioritization. Implemented frameworks and methods should enable the organization to swiftly adapt to shifting priorities or changes in the external environment, while ensuring capacity for core agency priorities. For the successful delivery against the AGCO's strategic plan and, broadly, its mandate, the Director will need to incorporate strategic insights and considerations of operational efficiency into planning, managing, and reporting on the organization's efforts.

Further, as a Director, the incumbent will develop and mentor a team within the Strategic Planning, Prioritization, and Corporate Performance function. The incumbent will be a trusted and influential leader who can develop and mentor a high-performance team while demonstrating the emotional intelligence to manage key interpersonal relationships and deliver on their objectives within a transformational environment.

What can I expect to do in this role?Reporting to a Chief Strategy Officer and Corporate Secretary, the successful candidate will:
  • Working with the senior leadership, divisional leads and the Board, lead the development and refinement of the multi-year strategic plan and priorities, ensuring alignment with stakeholder feedback, market conditions, environmental trends, and Government priorities.
  • Oversee the development of annual business plans and prioritization frameworks, ensuring alignment with the strategic plan, Government direction and stakeholder feedback.
  • Ensure integration of strategic and business plans across divisions, working closely with divisional leads and senior leadership.
  • Foster execution accountability through the identification of measurable targets and outcomes for strategic goals and business plan priorities and develop innovative approaches to performance measurement in areas that are challenging to quantify.
    Oversee the design and delivery of a robust performance measurement strategy that employs key performance indicators to measure the agency's progress against its strategic goals.
  • Oversee others in the discipline of strategic and corporate planning, prioritization and performance measurement and cultivate internal team and agency growth on the subject matter.
  • Lead development and implementation of effective, continuous prioritization methods at the program and business plan levels, considering business priorities, resource plans, budget constraints and third-party dependencies.
  • Work with the finance team, ensure financial sustainability of strategic and business plans, and effective budget planning and spend reporting at the project and portfolio level.
  • Work with the Project Management Office to ensure a coordinated, enterprise-wide approach to initiative prioritization and to ensure KPI's are consistent with the agency's overall strategic plan and performance measurement framework.
  • Provide strategic direction for the development and management of tools/resources that ensure consistency in AGCO's operational response to compliance issues.
  • Work with divisional leads and senior leadership to develop and foster a robust culture of performance management and reporting throughout the agency to facilitate consistent and data-driven reporting at the project, portfolio, business, and strategic plan levels, with regular updates to the senior leadership team, CEO, and the Board.
  • Promote a culture of strategic thinking, continuous improvement and measurable results throughout the agency.
  • Provide guidance, leadership, coaching, mentoring and motivation to the Strategic Planning, Prioritization, and Corporate Performance team of professionals.
How do I qualify?The ideal candidate will have:
  • Proven track record of strategic planning and program management within a senior leadership role.
  • Experience leading and managing strategic engagement and planning processes and the development and implementation of corporate performance measurements and reporting infrastructure.
  • Demonstrated success supporting setting the multi-year strategic corporate plan and prioritizing as well as identifying key KPIs of the outcomes.
  • Experience driving organization-wide culture change to implement the adoption of a performance-driven culture and mature performance measurement framework.
  • Demonstrated leadership skills, strategic thinking, strong ability to work collaboratively both inside and outside of an organization, and excellent interpersonal and political acumen.
  • Demonstrated ability to lead and inspire a high performing team.
  • Familiarity with legislative and regulatory frameworks associated with the gaming, cannabis, horse racing, and liquor sectors in Ontario is an asset but not critical to success in the role.
  • Sound knowledge of, and experience in implementing project and program management frameworks.
  • Strategic thinker with strong analytical, problem-solving, and decision-making capabilities.
  • High ethical standards and professionalism, with a commitment to integrity and transparency.
  • Post-secondary education in one of the following fields is an asset: Public Policy, Political Science, Law, Economics, Business Administration, or relevant work experience.
  • A Graduate Degree or Professional degree in public administration, law, or business is an asset.
