Key functions of the position:
  • Leading the planning, analysis, design, and implementation of sustainable transportation facilities, including: pedestrian crossing improvements; intersection safety improvements which prioritize walking, cycling and transit; transit priority measures; various cycling facilities including protected bike lanes, multi-use paths, and shared facilities; and traffic calming measures.
  • Developing, reviewing and authenticating conceptual and detailed geometric designs for transportation facilities and improvements to existing infrastructure, including providing leadership and supervision of junior staff and consultants.
  • Leading analysis, implementation, and management of curbside management initiatives, including flexible curbside uses, the residential parking permit program, and on-street pay parking.
  • Supporting the review and coordination of street occupancy permit applications, traffic management plans and special event planning, particularly in areas affecting greenways, local streets and collector roads.
  • Leading project teams to ensure delivery of projects on time and within budget, including developing and following an appropriate project management plan.
  • Participating in the annual capital and operating budget processes, and preparing applications for third-party funding.
  • Applying technical expertise to the development, critique and customization of specifications, guidelines, standards and current best practice to ensure excellence in infrastructure design and delivery, particularly for cycling and transit priority improvements.
  • Preparing reports and presentations to civic committees, task forces, and City Council, responding to questions, and actively receiving and proactively addressing feedback, and representing the City and its interests on regional committees and working groups.
  • Establishing the scope of work and preparing documentation for procurement of professional consulting services for complex projects, critically evaluating proposal submissions, and managing and overseeing consultants.
  • Collaborating and engaging in a strategic, proactive and constructive way within the Engineering Department and with other City staff, consultants, strategic partners, external agencies, the public and other community interests regarding transportation issues.
  • Actively pursuing professional development activities to maintain technical excellence and in compliance with requirements of professional associations.
  • Receiving and responding to citizen and City Council inquiries and requests.

Requirements include:
  • Registration as a Professional Engineer in the Province of British Columbia.
  • University degree in Civil or Transportation Engineering plus sound related professional experience or an equivalent combination of training and experience.
  • Minimum of five years of transportation engineering experience, with direct experience in active transportation and transit network planning and design, traffic calming and/or neighbourhood transportation.
  • Sound project management skills and experience; sound knowledge of project management principles, consulting service delivery, contract documents and the tendering and construction of municipal services, and assessing and managing project risks.
  • Demonstrated ability to direct and supervise the work of City staff, and oversee and direct the technical work of consultants and contractors.
  • Thorough knowledge of key technical manuals, standards and guidelines applicable in BC, including but not limited to TAC Geometric Design Guide, BC Supplement to TAC Guidelines, BC Active Transportation Design Guide, Pedestrian Crossing Control Guide, MUTCD, BC MoTI Signage and Pavement Marking Manual, MMCD, and NACTO and ITE guidelines.
  • Considerable knowledge of strategic planning; program evaluation; transportation engineering analysis; and public and scientific survey methodologies. Proven ability to establish and maintain strategic relationships with municipal, provincial and business officials and representatives, staff and the general public.
  • Proven ability to independently and proactively apply systems thinking to manage multiple ongoing and concurrent projects.
  • Strong ability to exercise sound judgment in interpreting policies, requirements and standards, and to make sound decisions on a variety of professional and technical engineering problems and matters.
  • Well-developed ability to assemble, analyze and interpret technical data, plans and specifications; prepare a variety of technical reports and recommendations for presentation to City Council, senior staff, senior levels of government, or other authorities, and prepare cost estimates, specifications, drawings and designs.
  • Strong listening skills; excellent written and oral communication skills; strong conflict resolution and negotiation skills.
  • Proven ability to work independently to plan and organize work and to problem solve.
  • Ability to effectively use industry standard computer applications/software (e.g. Microsoft Office; AutoCAD; AutoTURN).
