Job Title: Evaluation Analyst
Fraser Health is seeking a highly skilled Evaluation Analyst to join our team. As an Evaluation Analyst, you will play a critical role in supporting the analysis, evaluation, reporting, and delivery of program evaluation in Mental Health and Substance Use Services (MHSUS) within Fraser Health.
Job Summary- Support evaluation planning, implementation, and reporting of MHSU services and initiatives.
- Work collaboratively with program managers, leadership, and teams to assess, determine, and/or define required information to satisfy reporting requirements.
- Design a practical evaluation model that integrates monitoring, self-assessment, planning, and evaluation of program or health services.
- Supports evaluation planning, implementation, and reporting of FH MHSU services and initiatives by actions such as data collection and analysis.
- Works collaboratively with program managers, leadership, and teams to assess, determine, and/or define required information to satisfy reporting requirements.
- Designs a practical evaluation model that integrates monitoring, self-assessment, planning, and evaluation of program or health services (process and outcome measures).
- Develops evaluation plans by reviewing evidence-based literature, identifying key stakeholders, developing logic models, identifying meaningful key performance indicators for structure, process, and outcomes, developing the design and data collection methods, specifying data collection instruments.
- Develops data analysis plans for both qualitative and quantitative data, resourcing, and timelines for implementation.
- Functions, interacts, and collaborates as an active team member within MH&SUS to provide technical expertise, interpretation, advice, and recommendations to both internal and external stakeholders on data sources, data flow, data governance, and use of statistical analysis.
- Utilizes various software tools to analyze, interpret, and conduct statistical analysis of complex internal and external databases.
- Supports the development and maintenance of key metrics, standard performance indicators, balanced scorecards, and other interpretive reports on clinical measures and outcomes.
- Identifies opportunities for process improvement; gathers information, assesses, identifies trends and recommends changes in project scope or performs corrective action where appropriate.
- Verifies the accuracy, consistency, and integrity of data and information; consults with MHSU leadership/staff to validate contents of reports and documents.
- Supports development of information for decision making through preparation and collation of documents such as business plans, annual reports, summary documents, and provincial documents to support service planning and delivery.
- Supports the development and implementation of quality improvement initiatives by performing activities such as researching, analyzing, and compiling statistics to identify areas of concern and process improvements.
- Bachelor's degree in Health Sciences, Social Sciences, Business or Public Administration, Information Studies, Statistics, or a related field.
- One to three years' recent, related experience in evaluation/research/decision support in healthcare, public health, community health programs, acute care, or other health services.
- Demonstrates the leadership practices of the Fraser Health Leadership Framework of Clear, Caring, and Courageous and creates the conditions for people to succeed.
- Ability to use qualitative and quantitative data analysis software.
- Demonstrated knowledge of program evaluation/health research methodology, principles, and procedures.
- Demonstrated knowledge of performance outcome measurement tools, techniques, and program evaluation (e.g., program logic models, impact analysis).
- Superior writing and verbal communication abilities and independent problem-solving and decision-making skills.
- Competence and knowledge of evaluation processes, including Logic Models, Performance Monitoring frameworks, and data analyses.
- Ability to manage multiple evaluation projects.
- Superior interpersonal skills as well as the ability to interact effectively with a variety of internal and external parties.
- Understanding of Indigenous Cultural Safety principles.
- Ability to plan and conduct training and capacity development.
- Demonstrated technical ability using software applications such as Excel, and other spreadsheet software.
- Demonstrated ability to analyze clinical, administrative, and survey data and conduct quantitative and qualitative statistical analysis.
- Demonstrated ability to prepare and deliver reports, education, and research results.
- Demonstrated ability to work independently and as a member of a team.
- Demonstrated ability to develop and maintain rapport with internal and external stakeholders.
- Demonstrated judgment and critical thinking capabilities, including the ability to manage priorities and deadlines.
