Job Description:

*This is a fixed-term role*

Purpose of Position

Accountable for conducting the review, analysis and investigation of pension plan submissions from pension plans in Ontario regulated by FSRA, to ensure completeness, accuracy and compliance with the requirements of the Pension Benefits Act (PBA). To identify issues of non-compliance and communicate with pension plan representatives the requirements under the legislation/regulations.

Key Responsibilities
  • Reviews and analyzes financial/investment data of pension plans filed in the Investment Information Summary (IIS) to ensure the accuracy and completeness of data within the risk-based assessment module of the Pension Division Regulatory Database (PDRD) to support proper and timely processing and further analysis of pension application and filing documents.
  • Reviews and analyzes funding and membership data of pension plans filed in the Annual Information Return (AIR) to ensure the accuracy and completeness of data within the risk-based assessment module to support proper and timely processing and further analysis of pension documents and for use in the conducting of pension assessments.
  • Reviews and analyzes information filed in the Pension Benefits Guarantee Fund (PBGF) Assessment Certificates to ensure the accuracy and completeness of data to support proper and timely processing and further analysis to ensure that the PBGF is properly funded, and exposure is minimized.
  • Reviews and analyzes actuarial information provided in the Actuarial Information Summary (AIS) to ensure the accuracy and completeness of data within the risk-based assessment module to support proper and timely processing and further analysis of pension documents to monitor the funded position of pension plans.
  • Reviews and analyzes financial statements to verify and to ensure that the change of the financial/solvency position of pension plans is consistent and reasonable with previously reported financial data, determining reasonableness of disclosure in audited financial statements with regards to the adequacy of funding.
  • Investigates, analyzes, interprets and administers the processing and resolution of submissions to ensure that all prescribed informational, actuarial, financial and investment filings submitted under the PBA comply with the regulations and standards. Analyzes pension fund financial statements, actuarial valuation reports, pension plan texts, insurance contracts, trust agreements and related pension investment documents submitted in support of the filing to determine compliance with the requirements of the PBA.
  • Corresponds with plan sponsors, consultants, insurance or trust companies or any other agents of pension plan administrators to resolve omissions/errors/irregularities/deficiencies in filings and recommending methods, amendments/solutions to correct such problems.
  • Addresses all inquiries received (verbal and written) with respect to e-filing through the Pension Services Portal.
  • Conducts preliminary review of information and other documentation required to be filed pursuant to the requirements of the legislation by exercising judgment and discretion to make adjustments within established guidelines.
  • Provides training and on-going guidance to temporary staff and summer students related to data entry into the Pension Division Regulatory Database.
Qualifications

Education and Experience
  • Degree in accounting, business, finance, economics, mathematics, statistics, computer science or other relevant field or equivalent experience.
  • A minimum of 3 years of experience in reviewing/analyzing data/submissions to ensure compliance and completeness.
  • Experience working with pension plans in a medium or large organization is an asset.
Knowledge and Skills
  • Knowledge of the relevant sections of the Pension Benefits Act (PBA) and Regulations and related FSRA policies, directives, procedures and standards governing pension plans.
  • Basic accounting principles/methods and financial analysis techniques and methods to review financial and investment information, conduct reviews and analysis, interpret data and prepare findings in relation to specific assignments.
  • Knowledge and understanding of the methods, procedures and practices involved in the administration of pension plans and the investment of pension funds to investigate and resolve non-compliance issues with the representatives of pension companies.
