The Finance department is looking to hire a Manager, Financial Modeling and Costing who will report into the Director, Corporate Financial Planning, Budgeting & Analysis

What You Will Do

As the Manager, Financial Modeling & Costing you will be responsible for the development and application of appropriate costing methods for all applicable scenarios at the TTC and be a key member of TTC's management negotiations team who is actively involved in contract negotiations with the various unions and be responsible for costing management and union proposals.

You will be participating on the Collective Bargaining team as the Financial Lead, which includes and is not limited to:

  • Providing financial advice to the bargaining team
  • Development of and monitoring cost of proposals against the Board approved financial mandate
  • Ensuring the development of cost estimates for management and union proposals. These include items related to:
  • Wage and wage progression
  • Employee benefits
  • Premiums trend analysis and costing

Responsibilities include the development and application of appropriate financial modelling methods to support:

  • Appropriate full cost recovery rates for third-party work done by TTC
  • Appropriate overhead and employee benefit cost allocations
  • Leads and/or supports the development of financial models related to the operating impact of new or future initiatives including changes to subway operating model, new vehicle fleet, facilities or rapid transit lines.
  • Supports any subway upload discussions and analysis by identifying appropriate delineations of operating costs based on Provincial, City or TTC criteria.
  • Identification of incremental vs full cost rates
  • Annual modal costing analysis

Ensures application of best practices to maximize ancillary revenues and cost recovery opportunities including:

  • Review and monitoring of recoverable balances to ensure appropriate follow-up occurs to facilitate advance or prompt collection.
  • Provides advice to management responsible for delivering third-party work and initiatives to ensure work is appropriately estimated, with application of appropriate rates and use of tracking mechanisms

As the Manager, Financial Modeling and Costing you will lead a team of analysts & additional support staff during the collective bargaining negotiations process. Also provide support and guidance to financial or cost analysts throughout the organization.

What Qualifications Do You Bring?
  • Completion of a University Degree in Business, Commerce Finance or Accounting combined with several years of directly related work experience
  • Possession of a Certified Professional Accountant (CPA) designation is an asset.
  • Ability to lead large and complex costing assignments such as collective bargaining negotiations or operating impacts of major TTC initiatives (e.g. transit expansion).
  • Sound knowledge of financial modelling and cost estimation principles, methods, and techniques, developed through several years of related experience.
  • Ability to identify and support third party billing opportunities, by ensuring required supporting data is collected and available to support all claims in accordance with relevant agreements.
  • Strong ability to identify and articulate incremental and full allocated costs of various initiatives and corporate actions under consideration.
  • Experience working with various collective agreements
  • Proven research, analytical and problem solving skills
  • Exceptional communication and presentation skills, with demonstrated ability to concisely explain essential financial impacts and issues.
  • Experience in leading and developing a team
  • Tactfulness in approach, especially when working with senior management, executive, and City staff.
  • Ability to work in high pressure, time sensitive environments.
  • Strong knowledge of Microsoft Excel formulas and macros to support development of and changes to financial models.
  • Proficiency in use of SAP and respective feeder systems, including work order systems.
  • Knowledge of and demonstrated ability to, apply requirements of accounting standards (Experience specifically with Public Sector standards an asset).
  • Contentiousness to ensure accurate cost capture against appropriate budgets, cost objects and initiatives.
  • Ability to effectively interpret financial data in accordance with contract terms, funding agreements or other factors.
  • Demonstrated experience in leading the implementation of change and continuous improvement initiatives.
  • Must have or rapidly acquire a comprehensive knowledge of the Ontario Human Rights Code and Related Orders including disability accommodation and accessibility requirements pertaining to passengers and employees.
