JOB OVERVIEW

Ontario Power Generation (OPG) is looking for a dynamic, strategic and results-driven professional to join our team in the role of Engineer Water Resources.

Reporting to the Senior Manager, Water Resources, this position is responsible for acting as a subject matter expert in hydrology and working to continuously improve water-related tools, processes and systems to support a variety of business groups across OPG.

KEY ACCOUNTABILITIES

  • Act as subject matter experts (SME) for internal stakeholders and single point of contact (SPOC) for external inquiries, regarding technical water level gauging issues for the Plant Groups and Dam Safety. Develop standards, guidelines and procedures to support the procurement, inspection, maintenance and on-going operation of gauges. Maintain knowledge of industry standards and the development of new gauging equipment and procedures.
  • Assess needs related to inflow forecasting and hydraulic routing, and develop models, as required, to support water management by the Plant Group and studies by others, including Plant Engineering Services. Ensure that these models adequately address normal operation, as well as the requirements under abnormal and extreme conditions.
  • Be familiar with terms and conditions of water use and tenure agreements in order to support, as needed, the settlement of payments, the renewal of the agreements, negotiations with water takers, and coordination of data and information sharing. Be familiar with relevant legislation, and how it impacts OPG's hydroelectric facilities in order to support discussions with Provincial agencies to influence policy and regulations.
  • Carry out hydrologic and hydraulic studies to provide information for decision making for new projects and the modifications to existing facilities. Review hydro technical studies provided by consultants to ensure technical correctness and consistency with internal policy/studies and requirements.
  • Develop applications using GIS tools for use in the management of water resources. Where appropriate, integrate GIS processes with hydrologic and hydraulic models.
  • Develop common systems/tools to provide data/inputs to support water management, in a timely manner, for use in Plant Group day-to-day operations and modeling.
  • Develop expertise in, and act as subject matter experts (SME) in OPG in the area of climate change from a water resources perspective. Research the impacts of climate change on OPG's existing hydroelectric facilities and future operations to determine the need and strategy for adaptation. Act as the single point of contact (SPOC) for external discussions related to climate change and water resources.
  • Perform hydrologic, hydraulic, and power and energy studies to support the Plant Groups in day to day operations, or in response to emergency/abnormal conditions.
  • Prepare and issue watershed and hydroelectric facilities information such as the Quick Reference Guide and watershed maps, using GIS and other technology, for use in OPG.
  • Provide support to Plant Groups in dealing with secondary land use proposals and issues. Perform investigations related to real estate issues and historical and legal context. Support agreement negotiations and renewals. Liaise with Real Estate and Law Division, as required.
  • Provide support to the International St. Lawrence River Board of Control (ISLBC) through participation in the St. Lawrence River Gauging Committee, and associated studies.
  • Represent OPG on the Canada-Ontario Cost Share Agreement Committee, the Ontario Provincial Flood Forecasting and Warning Committee, and the Regional and Provincial Advisory Committees for Great Lakes-St. Lawrence River Agreement/Compact in order to support, and provide input to, the on-going work of these committees, and to maintain knowledge of, and influence, developments which may affect the operation of OPG facilities.
  • Represent OPG, as required, at meetings of regulatory agencies and stakeholders to discuss water management issues and requirements. Resolve problems and influence decisions where differences of opinion arise. Research impacts of OPG programs with stakeholders and government representatives. Identify needs and make recommendations to provide resolution of issues.

EDUCATION

  • 4 year university degree in the appropriate engineering field
  • Candidate must be a fully licensed engineer in the province of Ontario, or be eligible to be licensed in the Province of Ontario

QUALIFICATIONS

  • Ability to work effectively and efficiently in a flexible hybrid office environment
  • Minimum 6 years of relevant work experience.
  • Requires practical engineering experience particularly in the areas of hydrological and environmental engineering. This would include basics such as reading a hydrograph, applying mass-balance equations, using a lookup/rating table and basic hydrologic modelling.
  • Experience in hydroelectric operations (production) is an asset.
  • Experience with hydrometric measurement devices is an asset.
  • Experience with programming languages such as R, python and Visual Basic is considered essential.
  • Experience with software such as Delft FEWS, WISKI, RStudio, Excel, PI or PowerBI is an asset.
