Duties and Responsibilities


THE ORGANIZATIONAL SETTING The Air Navigation Bureau (ANB) in ICAO is responsible for providing technical guidance to the Air Navigation Commission (ANC), the Council and the Assembly.

ANB provides technical expertise in aviation‐related disciplines to States, industry and all elements of the Organization.

The Bureau is also responsible for maintaining and implementing the Global Aviation Safety Plan (GASP) and Global Air Navigation Plan (GANP), including its aviation system block upgrades as well as producing yearly safety and air navigation status reports.

The Bureau develops technical studies and proposals for Standards and Recommended Practices (SARPs), and Procedures for Air Navigation Services (PANS) for further processing by the governing bodies of ICAO and develops related procedures and guidance material.

The Bureau also manages the Universal Safety Oversight Audit Programme Continuous Monitoring Approach (USOAP CMA). Monitoring, Analysis and Coordination (MAC) is responsible for the evolution and execution of the USOAP CMA.

This programme monitors Member States using primarily a web-based platform – the 'online framework' (OLF) to determine States' effective implementation of safety oversight systems, validate their progress in addressing identified deficiencies, and assessing the maturity of their State Safety Programmes (SSP).

The programme also reports on audit findings and on their impact to aviator safety arising through different means, including its triennial report.

MAC is responsible for partnerships relevant to ANB, leads the analytic functions of the Bureau and information sharing with partners.

MAC oversees the planning, development and coordination of implementation support activities, including regional cooperation, for safety and air navigation to better support the ICAO implementation strategies and results.

Under the guidance of the Chief, Safety and Air Navigation Oversight Audit Section (OAS) and Chief, Oversight Support Unit (OSU), the incumbent, who will report to the Deputy Director, Monitoring and Oversight, is expected to support the evolution of the USOAP CMA, in particular to the following duties and responsibilities.

MAJOR DUTIES AND RESPONSIBILITIES Function 1 (incl.

Expected results): Support the monitoring of States and their prioritization for USOAP CMA activities by:

  • monitoring aviation indicators of States' safety oversight and safety management systems;
  • applying risk management methodologies and tools that includes the monitoring of indicators, outcomes of coordination with the regional offices and aviation partners as well as intelligence from the USOAP management team to prioritize and select States for the conduct of a USOAP CMA activity as well as to assign the appropriate type and scope of activity to each State;
  • developing and coordinating the publication of the USOAP CMA activity plan in an Electronic Bulletin; and
  • identifying additional viable data, information and related sources and developing an updated process for prioritization, scheduling and preparation of USOAP CMA activities. Function 2 (incl.
Expected results): Use enhanced methods to analyze and process data and information available to the programme to support the:

  • management of the USOAP CMA activity schedule;
  • determination of team composition of USOAP CMA activities;
  • management of the USOAP CMA roster;
  • development of analytic tools using Power BI and generate graphs and analysis to support the monitoring, implementation and standardization function of ICAO. Function 3 (incl.
Expected results): Coordinate and provide inputs resulting from ad-hoc analysis of data and information available to the USOAP CMA to support the development of:

  • USOAP CMA annual report;
  • USOAP CMA triennial report;
  • dashboards and maps used in different printed and online reporting tools; and
  • Perform other related duties, as assigned.
Qualifications/special skills

Education:
A first level university degree preferably in aviation science or technology or safety engineering, combined with training in applied mathematics, statistics and analyses, or equivalent qualifications and experience is required

Professional Experience:

Essential:

  • A minimum of five years of experience in civil aviation dealing with data to improve safety or quality, in the application of statistical principles and methods or the conduct of safety data analyses.
  • Experience in the collection and management of safety data, including management of supporting databases and taxonomies.
  • Experience in international civil aviation activities, preferably in large aviation-related organizations.
  • Experience with safety management principles and practices.
  • Experience working in a team environment.
  • Experience in computer science and its application to statistical work.
  • Experience with data warehouse, data mining and business intelligence

Desirable:

  • Experience in data modelling.
  • Experience in drafting policy and principles related to data management.
  • Experience at ICAO or the UN

Skills:

Essential:

  • Knowledge of ICAO and of the USOAP CMA, knowledge of the Convention on International Civil Aviation.
Microsoft technologies such as MS SQL Server Analysis Services (SSAS), SQL Server Integration Services (SSIS) and Power BI.

  • Strong project management and organizational skills

Desirable:

  • Knowledge of the USOAP OLF and USOAP CMA Protocol Questions.
Languages

Essential

  • Fluent reading, writing and speaking abilities in English. Desirable
  • A working knowledge of a second language of the Organization (Arabic, Chinese, French, Russian, or Spanish).

This is a full-time position. Please note that the monthly rate for Band B varies from CA$ 5097 to CA$ 8122.
