Project Manager II Knowledge Translation (Job ID: 4708)

The Knowledge Translation Program is currently looking for a highly skilled and experienced Project Manager II to join our dynamic team in a full time (1.0 FTE) position, for a 12-month contract, with possibility of extension. The Project Manager will work primarily with the Team for Implementation, Evaluation and Sustainability (TIES) to manage our subcontract with a national health care entity to develop and implement strategies to disseminate and increase the uptake of clinical practice guidelines.

The Project Manager¿s primary responsibility is to plan and lead project execution of the knowledge translation (KT) portions of a national health care project. The ideal candidate will be responsible for overseeing and managing all aspects of project planning, execution and delivery throughout the project lifecycle. This includes developing and managing project schedules, managing project staff (comprising of research coordinators and research assistants), maintain successful partnership with external stakeholders, performing project documentation and reporting, managing risks, and ensuring quality standards are met. While a large part of the position will focus on managing the national health care project, it will also involve project management support for other initiatives focused on implementing evidence in practice and policy. Reporting to the Director of Program Development & Research Operations, the PM will also work closely with the Program Operations team to develop and implement standard project management processes and templates such as risk registers, progress reports, and Gantt charts.

The ideal candidate has a background in project management, strong political and business acumen, including budgeting and analysis skills, and is an excellent communicator. The Project Manager must be comfortable with ambiguity, managing multiple tasks, and delegating responsibilities in a fast-paced and dynamic environment. A proven track record of successfully leading and delivering complex projects is required. The Project Manager is flexible to work beyond the job description at times as work demands.

Duties & Responsibilities:

  • ·Liaises with the Director/PIs to obtain the vision/goal for medium scale projects; uses information received to facilitate project planning and delivery of guideline dissemination, KT tool development, and patient partner engagement
  • ·Identifies and recruits key positions for projects to ensure the project team possesses the required technical and other relevant skills to contribute to the success of the project; with approval from Sponsor (Director/PIs)
  • ·Develops and manages communication(s) and other initiatives that will advance project goals and objectives, ensuring appropriate mechanisms are in place to effectively monitor and evaluate project activities, etc.
  • ·Communicates intermediate level project plan and project expectations independently to team members and stakeholders, in a timely and clear fashion to ensure project goals can be optimally achieved
  • ·Manages intermediate project plans with some levels of complexity to ensure projects are delivered on time/on budget and in compliance with funder and other stakeholder requirements.
  • ·Develops and leads the implementation process for medium scale project plans that will ensure the optimal delivery, execution and implementation of project goals/initiatives, including:
  • oProviding triple constraint management for cost, time and quality;
  • oManaging project dependencies and project critical paths
  • oDetermining, evaluating and providing mitigating plans for risk issues, including de-risking project schedules
  • oProviding ongoing tracking and monitoring of project activities, identifying/resolving issues and concerns that may hamper project activities, utilizing information to develop and deliver progress reports, proposals, requirements documentation, predictions, etc.
  • oManaging proactively intermediate changes to projects scope, ensuring optimal crises contingency plans are in place and budgets are managed
  • oActing as the mediator between project participants in cases of disputes; seeks guidance as needed;
  • oGauging and controlling project burn rate;
  • oConducting project post mortems and creating recommendations reports in order to identify successful and unsuccessful project elements of project.
  • ·Participates actively in the recruitment and selection of project staff, involving creating postings, participating in setting up appointments, screening/resumes, setting up and participating in the interview process, as required/requested, identifying potential candidates, etc.;
  • ·Delegates responsibilities/work assignments for project staff while implementing strategies that will foster a productive work environment;
  • ·Builds a team environment and a culture built on mutual respect/trust to facilitate a productive work environment;
  • ·Conducts staff performance reviews to ensure excellent in the provision of project activities, utilizing the opportunity to motivated project staff, communicate strengths/weaknesses and take corrective action, where appropriate to meet identified project needs;
  • ·Acts as a coach and mentor for project staff to support their growth, and facilitate the provision of excellence in work activities;
  • ·Promotes a teamwork environment where staff from diverse multilingual and multicultural backgrounds can interact productively and efficiently, while providing recognition, feedback and ways to motivate project staff
  • ·Ensures project staff are well-versed on project goals and accountabilities, ensuring appropriate training/education is provided to meet project objective/goals;
  • ·Organizes and facilitates meetings, as required, to collect relevant information, gain a better understanding of project requirements, and provide updates on project status;
  • ·Develops straightforward reports, presentations, slides, and other documents to provide updates on project progress/status, highlight achievements and areas that require future work, and identify risks and issues, etc.
  • ·Supports a culture of learning and continuous quality improvement through shared educational opportunities to ensure optimal quality outcomes
  • ·Initiates and develops respectful, effective, and collaborative working relationships with internal and external partners and stakeholders
  • ·Performs cross-functional and other duties as assigned and/or requested.


Qualifications, Knowledge, and Skills:

  • ·Project Management Professional (PMP) certification or equivalent, required
  • ·At least 5 years of project management experience, required
  • ·Demonstrated experience in project risk management, change management, and triple constraint management, required
  • ·Demonstrated knowledge of agile project management methods is an asset
  • ·Demonstrated knowledge of operational excellence, quality improvement, and process redesign concepts including lean/six sigma is an asset;
  • ·Exceptional customer service, interpersonal, and listening skills, with the ability to interact effectively with staff at all levels, and clinical and executive-level external stakeholders
  • ·Experience and knowledge of Canadian healthcare system, health policy, and/or public health is an asset
  • ·Experience managing high-profile, public-facing projects is an asset
  • ·Experience liaising with national media is an asset
  • ·Excellent written and verbal communication, with the ability to communicate risks, action items, and dependencies effectively to different audiences
  • ·Excellent organizational and time management skills with the ability to deal with situations where information is difficult to obtain, complex or ambiguous required
  • ·Demonstrated ability to facilitate effective collaboration among multiple groups, including external stakeholders
  • ·Demonstrated ability to lead and support project team
