The Assembly of First Nations (AFN) is an advocacy organization, taking direction and fulfilling mandates as directed by First Nations in

As a national advocacy organization for First Nations, the AFN seeks to advance First Nations Inherent and Treaty Rights through the development policy, public education and where applicable, the co-development of legislation to build First Nations capacity.

The AFN was created out of a desire among First Nations leadership for a strong and effective collective advocacy organization.

The Role:

The Assembly of First Nations is seeking an experienced and motivated individual to lead key conservation initiatives, conduct expert analysis, and provide recommendations for policy development, interpretation, and application for the inclusion of First Nations conservation leadership.

Reporting to the Director, Environment, the Senior Policy Advisor will have the following key duties and responsibilities:

Gathers and analyzes statistical information, reviews, and assesses existing research, and writes reports on findings and conclusions with high complexity requiring expertise knowledge.

Makes recommendations in the development of policies by collecting and analyzing statistical data.

Makes recommendations related to First Nations policies and program development, processes, and procedures within a broad scope (strategic) and impact.

Assist with the preparation of AFN resolutions. Provides updates to the Director and shares information regarding planning, policy, funding, and events.

Assist with the preparation, coordination, processing, editing and completion of Sector materials such as briefing notes, speaking notes, presentations, and reports (e.g., workplans, letters, minutes, etc.), to be done within specified timelines.

Builds, develops and maintains strong and productive networks and relationships with national, regional and community First Nations Leaders, specialists, organizations, communities; and relationships with government officials at all levels.

Provides support to the Director in the preparation of materials for the National Chief's Office that may include PowerPoints, speaking notes, briefing notes, memos, correspondence; and other documents, as required.

Attends and takes notes at Chiefs-in
  • Assembly (Annual General Assembly and Special Chiefs Assembly) meetings held twice annually.
Assists with the planning, and coordination of the Sector's Chiefs Committees, Technical Committees, and/or Working Groups. Monitors and attends Parliamentary standing committees.

Assists with planning and preparation of materials for key milestone events, such as pre-budget submissions, the annual report and assembly reports.

Assists Director with the preparation of sector budget proposals for submission to federal government departments and with reporting requirements of funding agreements Conducts other duties as assigned by the Director.


Qualifications:

A post-secondary degree related to environmental science, geography, biology, Indigenous Studies, or public policy administration with 5+ years' relevant policy experience preferably working with First Nations or an equivalent combination of education and experience.

The candidate should have a sound understanding of how First Nations currently participate in federal, provincial, and territorial conservation and stewardship legislation, the United Nations Declaration on the Rights of Indigenous Peoples, and growing efforts to recognize and support the creation of Indigenous Protected and Conserved Areas (IPCAs) and First Nations guardian networks.

Experience working in international contexts, such as the Convention on Biological Diversity (CBD) or the International Union for the Conservation of Nature (IUCN) would be a strong asset.

The ability to analyze complex information and data, and communicate this concisely to a variety of audiences (e.g., officials, portfolio-holders, Chiefs, etc.) Advanced written and verbal skills, including the ability to use appropriate terminology.

Familiarity with the manipulation and analysis of data using databases such as Excel. Demonstrated knowledge and ability to apply effective research techniques, with respect to confidentiality and ethics.

Ability to develop effective working relationships with team members, governing bodies, and partners both inside and outside of the AFN.

Demonstrated interpersonal skills, professionalism, teamwork, and judgement. Sound planning and organization skills with the ability to multi-task while working under pressure and with competing deadlines.

English is the working language although the ability to communicate effectively in French or an Indigenous language is an asset.

Rôle L'Assemblée des Premières Nations est à la recherche d'une personne expérimentée et motivée pour diriger d'importantes initiatives en matière de conservation, effectuer des analyses spécialisées et formuler des recommandations pour l'élaboration, l'interprétation et l'application de politiques visant à inclure le leadership des Premières Nations en matière de conservation.

Relevant du(de la) directeur(trice) de l'Environnement, le(la) conseiller(ère) principal(e) en politiques aura les principales fonctions et responsabilités suivantes : Recueillir et analyser des informations statistiques, examiner et évaluer les recherches existantes et rédiger des rapports sur les résultats et les conclusions d'une grande complexité nécessitant des connaissances spécialisées.

Formuler des recommandations dans le cadre de l'élaboration de politiques en recueillant et en analysant des données statistiques.

Formuler des recommandations relatives à l'élaboration de politiques et de programmes, aux processus et aux procédures des Premières Nations, dans un vaste cadre (stratégique) et avec des retombées élargies.

Aider à la préparation des résolutions de l'APN.

Fournir des mises à jour au(à la) directeur(trice) et diffuser des informations concernant la planification, les politiques, le financement et les événements.

Aider à la préparation, à la coordination, au traitement, à l'édition et à l'achèvement des documents du Secteur tels que les notes d'information, les notes d'allocution, les présentations et les rapports (par exemple, les plans de travail, les lettres, les procès-verbaux et autres) en respectant des délais fixés.

Fournir des informations à d'autres personnes au sein du Secteur. Effectuer des présentations, le cas échéant.

Établir, renforcer et maintenir des réseaux et des relations solides et productives avec les dirigeants, les experts, les organisations et les communautés des Premières Nations à l'échelle nationale, régionale et communautaire, ainsi que des relations avec les représentants du gouvernement à tous les niveaux.

Aider le(la) directeur(trice) à préparer des documents pour le bureau de la Cheffe nationale, notamment des PowerPoint, des notes d'allocution, des notes d'information, des notes de service, de la correspondance et d'autres documents, le cas échéant.

Assister aux réunions des Chefs-en-assemblée (Assemblée générale annuelle et Assemblée extraordinaire des Chefs) qui ont lieu deux fois par an, et y prendre des notes.

Contribuer à la planification et à la coordination des comités des Chefs, des comités techniques ou des groupes de travail du Secteur.

Assurer le suivi des comités parlementaires permanentes et y participer.

Contribuer à la planification et à la préparation des documents pour les événements importants, tels que les présentations prébudgétaires, le rapport annuel et les rapports d'assemblée.

Aider le(la) directeur(trice) à préparer les propositions budgétaires sectorielles à soumettre aux ministères fédéraux. Aider le(la) directeur(trice) à établir les rapports requis par les accords de financement. Effectuer d'autres tâches assignées par le(la) directeur(trice).

Qualifications Diplôme d'études supérieures dans le domaine des sciences de l'environnement, de la géographie, de la biologie, des études autochtones ou de l'administration des politiques publiques, assorti d'une expérience de plus de cinq ans dans le domaine des politiques, de préférence en collaboration avec les Premières Nations, ou une combinaison équivalente d'études et d'expérience.

Le(la) candidat(e) doit posséder une bonne compréhension de la manière dont les Premières Nations participent actuellement à la législation fédérale, provinciale et territoriale en matière de conservation et d'intendance, de la Déclaration des Nations Unies sur les droits des peuples autochtones ainsi que des efforts croissants qui sont déployés afin de reconnaître et de promouvoir la création d'aires protégées et de conservation autochtones (APCA) et de réseaux de gardiens des Premières Nations.

Une expérience de travail dans des contextes internationaux, tels que la Convention sur la diversité biologique (CDB) ou l'Union internationale pour la conservation de la nature (UICN), constituerait un atout majeur.

Capacité à analyser des informations et des données complexes et à les communiquer de manière concise à divers publics (représentants, détenteurs de portefeuilles, Chefs et autres).

Compétences écrites et orales avancées, y compris la capacité d'utiliser une terminologie appropriée. Capacité à manipuler et à analyser des données à l'aide de bases de données telles qu'Excel. Connaissance et capacité avérées à appliquer des techniques de recherche efficaces, en respectant la confidentialité et l'éthique.

Capacité à établir des relations de travail efficaces avec les membres de l'équipe, les organes directeurs et les partenaires, tant à l'intérieur qu'à l'extérieur de l'APN.

Entregent, professionnalisme, esprit d'équipe et jugement.

Solides compétences en matière de planification et d'organisation et capacité à effectuer plusieurs tâches à la fois tout en travaillant sous pression et en respectant des échéances concurrentes.

L'anglais est la langue de travail, mais la capacité à communiquer efficacement en français ou dans une langue autochtone est un atout.
