Supervisor, Horticulture Operations

**Job Overview** Responsible for maintaining the City's horticultural services to meet City Standards, while working as a team member with other supervisors within Parks, Forestry and Horticulture Operations to deliver Parks programs. **Key Responsibilities** • Assess staffing needs, participate in the recruitment process, and prepare recommendations concerning selection of staff. • Supervise, train, and schedule staff activities ensuring the necessary performance appraisal and discipline, prepares recommendations regarding promotion, demotion, and termination, and maintains records of same. • Develop short- and long-term horticulture maintenance strategies for existing and new landscape features, and records and maintains expenses within allocated budget. • Responsible for the selection, design, and coordination of city floral/shrub beds, baskets, and planters to meet seasonal demands at entrance features, parks, streetscapes, city buildings, partnership projects, and special events. • Coordinates and oversees internal Greenhouse operations, ensuring the healthy growth of plants, while keeping costs within budget. • Liaises with community organizations, other municipalities, ratepayer groups, horticultural societies, and is involved with Earth Day, Green Guardians, and other City events. • Prepares contract documents, cost estimates, and specifications for contracts and ensures that work is being performed effectively and safely according to city and departmental policies. • Ensures compliance with departmental and Occupational Health and Safety standards, and the Highway Traffic Act. • Meets with internal departments, residents, and contractors. Performs site visits with staff, monitors contractors, inspects parks, responds to residents and special groups' concerns and complaints, and assists other Parks Supervisors with horticultural requirements. • Ensures the maintenance of equipment, tools, and supplies; and/or makes recommendations for replacement and purchase of new equipment as required. Arranges for purchasing or leasing within the approved corporate purchasing system. • Responds to enquiries and resolves complaints from the general public, contractors, and staff relating to the parks section and liaises with same as required. • Prepares annual budget estimates and reports. Administers the allotted budget within the approved corporate system. • Assists Manager with overseeing a variety of parks and open space features, including local, district, or regional parks, environmentally significant areas, ravines, playground structures, and outdoor facilities, and performs routine site inspections to evaluate the quality and scope of work being performed by staff. • Performs supervisory functions as they relate to sidewalk and other snow removal operations. • Assist with weed control and service-in-kinds; assists with being on call with the Parks Supervisors. • Conducts accident investigations pertaining to workplace injuries and vehicle accidents and prepares reports for insurance claims. • Implements staff training and orientation programs as they relate to the Occupational Health and Safety Act and assists in the development of departmental policies/procedures. **Qualifications and Experience** • Community College Diploma in Landscape Technology, Horticulture, or suitable equivalent. • Current holder of Ministry of Environment Landscape license and/or Water - (Mosquito/Biting Fly), Ministry of Environment Landscape Pesticide Licenses, knowledge of current weed spraying regulations, and knowledge of current Integrated Pesticide Management (IPM) practices. • Minimum of five (5) years progressively more responsible municipal park and horticulture maintenance experience, including a minimum of three (3) years supervisory experience preferably in a unionized environment. • Working knowledge of word processing, spreadsheet, and electronic purchasing computer applications. • Knowledge of Occupational Health and Safety Act as it applies to Parks maintenance operations. • Good interpersonal, customer service, communication, problem-solving, team-building, multi-tasking, and leadership skills. • Knowledge of Horticulture and Greenhouse Operations. • Knowledge of and demonstrated ability in the City's core and leadership competencies and relevant functional competencies. • Possesses a valid Ontario "G" Driver's License, in good standing, with access to a reliable vehicle for corporate use. **Working Conditions** • Availability to work flexible hours, including afternoon and evening shifts, and weekends, and share "on call" responsibilities on a rotating basis with other Parks Supervisors.
