Background:

The Client's mandate is to promote, protect and provide for the health and well-being of the people of the region. This includes the need for all clinically objective and quantitative information that affects the quality, appropriateness, and timeliness of health care to be made accessible to health service providers appropriately engaged with that person.

The Client is planning for the retirement of core systems as part of a coordinated modernization of eHealth systems across the region. We have restarted the Electronic Health Record (EHR) program with the following vision:

• There will be a more complete client record supporting seamless care for providers, partners and clients by enabling the right information to be accessed to make the best care decisions; and

• Clients will have better access to their own information, and it will be easier for care providers to communicate with clients and each other.

The Client Health Information Framework depends on multiple information systems to manage regional health services for clients (patients). The Client has a backlog of aging systems, deferred maintenance, and replacement needs. Implementing an Electronic Health Record is a pan-Canadian priority requiring collaboration of the Federal, Provincial, and Territorial governments, Canada Health Infoway, as well as other organizations involved in the delivery of health care. The EHR is planned to align with jurisdictional partners to achieve a shared Canadian vision of a coordinated client record.

The program embeds the EHR vision across all projects involving a client care record, using each engagement as a step to achieve the large initiative. The most complex component, from a resource, clinical, business and client need perspective, is a shared client chart.

The Information Services (IS) Division of the Client requires the services of three (3) project managers with experience in the implementation of health information systems to provide project management services for the implementation of new solutions or upgrading of existing health information systems that support the revised EHR program.

Objective:

The Client is seeking the services of three (3) Project Managers to work closely with our business and project teams to lead the planning, organizing, strategizing, change management and oversight for health information system projects implementation.

The roles will provide leadership to embed a strong project management culture that delivers transparent and efficient initiatives. The outcome will be to ensure care providers are using modernized and appropriate technologies to improve healthcare outcomes and enable a more efficient health care setting.

The successful Proponents should be able to demonstrate that they are able to provide the following services:

1. Managing implementation project life cycle from kick-off preparation through implementation completion and transition to support.

2. Working with internal teams and third-party partners to advance and resolve project issues when required.

3. Communicating project goals, milestones, expectations, and outcomes through regular touchpoints, distribution of status briefings, and facilitating internal and external meetings.

4. Tracking project timelines and budget updating the team with status reports in order to meet and exceed projected metrics.

5. Developing processes, operational considerations, communications, and integrating planning at different phases of a project's cycle.

6. Issue/need identification, design, implementation and delivery, monitoring, evaluation and reporting.

The IS Division of the Client will provide project management oversight and support services as required to assist the Project Managers. Additionally, IS will help to be a liaison between the Project Managers and other stakeholder resources or partners that are required to complete the project. The Client intends to award the top three (3) highest rated Proponents the Contract for Services on an "if, as and when needed basis" for an initial period of two years.

Scope of Work:

The following outlines the expected scope of the work that will be conducted by the Project Manager under the supervision of Project Management Services:

• Plans, prioritizes, summarizes, directs and oversees staff, users and vendors in the health systems development and support functions with an emphasis on complete, accurate, compliant and secure health systems.

• Provides functional and technical leadership for the implementation and support of the health system, enhancements, and modifications.

• Provides insight and the appropriate level of reporting to various leaders and partners within the organization.

• Assists in the development, approval process and dissemination of artefacts as are required to support the procurement, evaluation and contracting of assigned health systems.

• Ensures the development of functionally accurate, efficient, well-tested, and secure program code, utilities, and tools.

• Ensures the development of test areas, system test data, and testing methods prior to implementation of new or revised systems and is accountable for post implementation reviews.

• Ensures the ongoing integration of information security and privacy best practices with business strategies and requirements.

• Ensures that the health systems have the access control, disaster recovery, and business continuity needs of the organization are properly addressed; and

• Assists to establish a knowledge base of issues and resolutions for common system and process issues.

It is important to note that we anticipate there being separate project managers assigned to the individual projects that arise from this work.

• Execute work according to the project management plan.

• Take action to monitor and control the project.

• Confirm work has been completed to the requirements and close out the project.

Applicant must be eligible to work in Canada and reside within Canada.

Final candidates will be required to undergo a comprehensive background check and verification of credentials.
