Reporting to: General Manager

Core purpose of the job: Responsibility for all operational staff, budgets, and performance of the mechanical, electrical, plumbing, health and safety, grounds and gardens, and building fabric services.

Maintain close liaison with clients and contractors. Ensure compliance with all local, regional, and federal regulations, ISO 9001 and 14001 standards, and BOMA platinum requirements.

Provide contractual performance in accordance with agreed budgets, ensuring compliance with the Key Performance Indicators. The incumbent must effectively and efficiently manage the development and directions of the operational team to drive revenue growth and technical productivity.

Scope of Duties and Responsibilities:

  • Deliver high-quality property services and monitor customer services, ensuring added value, increased productivity, and cost efficiencies wherever possible.
  • Formulate suitable strategies, in conjunction with the Client, to meet the demands of service provision, ongoing improvement, and adaptation to changing processes and environments.
  • Exercise strong financial and commercial controls in the management of expenditure and income within agreed budgets.
  • Responsible for leading all operational managers and staff effectively. Foster a culture of continuous learning and development.
  • Assist in the production and be responsible for the operational and capital budgets, with regular monitoring of actual performance variances, and take necessary remedial action as required.
  • Manage, update, and ensure the accuracy of asset registers and Planned Preventive Maintenance schedules.
  • Monitor and deliver Key Performance Indicator (KPI) results monthly and apply strategies for continuous improvement.
  • Plan, implement, and review energy and environmental management and conservation strategies and policies utilizing the company’s energy department.
  • Research, prepare, review, and control the budget of the life cycle program in conjunction with the Project Management team.
  • Prepare, budget, and implement forward-thinking maintenance plans and pre-planned schedules.
  • Assist in business development activities for the Contract. Support the attainment and retention of ISO quality, environmental, and health and safety management certification along with other industry certifications.
  • Promote the highest standards of customer service and monitor the quality of all services provided to customers.
  • Ensure all company and statutory requirements for a safe environment and working practices are met. Be accountable for the results and rectification of any issues arising from formal audits undertaken throughout the year.
  • Develop and maintain good communication and relationships at all levels with the client and all stakeholders, including Corporate support departments, the RCMP, contractors, etc.
  • Develop and maintain site policies and procedures relevant to the site in conjunction with the quality and compliance department.
  • Ensure audit readiness in conjunction with soft services.
  • Recruit, select, motivate, and manage the property services team, ensuring ongoing development to the highest standards of professionalism and customer service.
  • Complete annual performance appraisals for all staff within the post-holder’s control and ensure relevant training and development is delivered.
  • Be part of the on-call rotation to ensure 24/7 response to emergencies, ensuring the successful delivery of all property and customer services within full operational coverage.
  • Ensure compliance with and endorsement of FM Contract requirements for security, including individual RCMP security clearance as required by the Project Agreement.
  • Comply with the company’s Policies, Management Plans, and Procedures.
  • Fulfill Health & Safety responsibilities by adhering to the requirements of the Company's Health & Safety Policy and Health & Safety Management Plans.
  • Support the Company's Quality Policy Statement and actively participate in the achievement of company and personal quality objectives.
  • Undertake such other duties appropriate to the level and character of work as may reasonably be required within the Department / Service.
  • Manage complex relationships between various government departments.
  • Minimum of 10 years’ experience managing a large facility (such as a hotel, airport, hospital, municipality, or government agency) in a progressive supervisory or management role in a unionized environment.
  • Capability for strategic systems development.
  • Customer-focused with knowledge, experience, and understanding of customer services environment. Responding to customers and taking personal responsibility for outcomes.
  • Previous operational and capital budgetary preparation and control experience.
  • Integrity – acts on values and beliefs in line with Federal, Provincial, and local regulations.
  • Logical, intuitive, systematic problem solver with keen attention to detail.
  • Exceptional communication and presentation skills. Ability to inspire operational teams to deliver results. A positive attitude. Keeping people informed.
  • Hands-on and in-depth knowledge and understanding of complex building maintenance systems, including electrical, mechanical, HVAC, refrigeration, and building automation systems.
  • Must be able to obtain and maintain Enhanced Reliability Security Clearance with the Federal RCMP.
  • Ability to align team to meet business requirements ensuring targets and deadlines are consistently met.
