Under the authority of the Professional Engineers Act, PEO licenses and governs over 91,500 licence and certificate holders and regulates the practice of professional engineering in Ontario. PEO’s mission is to regulate and advance the practice of engineering to protect the public interest. With a talented, multidisciplinary staff of over 100, PEO’s vision is to be a trusted leader in professional self-regulation.


Position Summary


Reporting to the Controller, the Procurement Manager, will lead the procurement function at PEO. This role involves developing procurement strategies, negotiating with vendors, managing supplier relationships, and ensuring that all purchases meet the organization’s needs and comply with board-approved procurement and other applicable policies in place.


Responsibilities

Procurement:

  • Develop, implement and maintain processes and policies for centralized supply chain management, negotiations, supplier relations and maintenance contracts.
  • Negotiate contracts, terms and deadlines with suppliers and vendors.
  • Monitor vendor performance to ensure timely deliveries and compliance with the contract terms.
  • Perform cost/pricing and profitability analysis on all current service contracts and vendor arrangements.
  • Develop strategies and measures to ensure the procurement function is managed effectively and efficiently.
  • Co-ordinate and handle purchasing requests for all PEO departments, issue requests for proposals, quotes or information, and perform competitive bidding analysis.
  • Supervise and manage daily activities of the procurement function.
  • Establish strategic alliances with suppliers and internal stakeholders to eliminate non-value-added contracts or supplier arrangements.
  • Ensure that all purchases comply with board-approved procurement policies and budget.
  • Maintain data integrity on supplier information, purchasing and requisition modules.


Insurance and Risk Management:

  • Manage all PEO insurance-related matters, including property, directors and officers (D&O), automobile, cyber security, office and casualty insurance programs for PEO, including Chapters and volunteers.
  • Manage liability claims efficiently and in a timely manner.
  • Evaluate insurance carriers and contracts, etc. and make appropriate improvement recommendations.
  • Review appropriate limits and coverage needed, market insurance renewals for competitive bidding and manage insurance claims.


Process Improvements:

  • Continuously assess and improve procurement processes and policies.
  • Implement best practices in procurement.
  • Utilize technology and systems to enhance procurement efficiency and transparency.


Audit Support:

  • Assist auditors during financial audits by providing necessary documentation and explanations.


  • Other duties as assigned.


Specialized Skills and Knowledge


Education/Qualifications:

  • Bachelor’s degree in business administration, or a related field with working knowledge of management and financial accounting systems, procurement, insurance and developed financial analysis capabilities.
  • Seven years of experience in procurement or supply chain management with at least two years in a supervisory role would be an asset.
  • Proficient in using Microsoft Office products and working knowledge of SAP Concur System.
  • Ability to manage multiple and complex projects simultaneously.
  • Strong negotiation and contract management skills.
  • Team player with excellent verbal and written communication skills for correspondence with staff, vendors and other stakeholders.
  • Efficiency and Effectiveness: Must evaluate, design and maintain efficient business processes.
  • Analytical skills to synthesize information and draw meaningful insight.
  • Possesses and exercises sound judgement when reviewing confidential and/or sensitive financial data for reasonableness and compliance with PEO policies and procedures.
