POSITION SUMMARY: Under the general supervision of the Supervisor Aquatics, Wellness Children & Youth, is responsible for the effective and efficient direction and management of the programs and services provided at Churchill Pool and the seasonal aquatics facilities. Key responsibilities include planning, directing, and administering activities as per City policies and procedures.

MAJOR RESPONSIBILITIES:

  1. Participates as a member of the Section’s service delivery team to carry out the goals and objectives of the Section.
  2. Ensures the effective and efficient service delivery and promotion of programs and services.
  3. Assesses staffing needs, makes recommendations on complement amendments and organizational structure, participates in recruitment processes and makes effective hiring decisions.
  4. Supervises staff including staff development, performance management/review, coaching/mentoring, health and safety, and discipline and termination decisions.
  5. Plans and implements objectives and action plans to meet Section and Division goals.
  6. Develops, administers, and maintains policies, procedures, and standards of service and complies with appropriate legislation and regulations.
  7. Responsible for revenue control operational systems and processes.
  8. Prepares information, reports, letters, and memoranda.
  9. Liaises with community leaders and groups, service providers, Corporate staff, and other organizations, maintaining a high standard of public relations at all times.
  10. Prepares and monitors annual capital and operating budgets.
  11. Performs such other related duties as may be assigned.

QUALIFICATIONS:

Education/Experience:

  • Degree in recreation, business, physical education, or a related human services discipline; and
  • Minimum three years’ supervisory experience in aquatic facility management and recreation program delivery, preferably in the municipal or broader public sector; or
  • Diploma in recreation, business, or a related human services discipline; and
  • Minimum five years’ supervisory experience in aquatic facility management and recreation program delivery, preferably in the municipal or broader public sector.
  • Knowledge of or experience in the role of lifeguard or aquatic instructor.
  • Previous community development, budgeting, and human resources experience.
  • Knowledge of and ability to interpret applicable Provincial legislation and related regulations; specifically the Public Pools and the Public Spa regulations falling under the Health Protection and Promotion Act.

Skills/Abilities:

  • Ability to communicate effectively and concisely, both orally and in writing.
  • Ability to establish and maintain effective working relations with other levels of government, private and public officials, direct reports, co-workers, and the general public.
  • Ability to identify, understand, and meet/exceed the requirements of internal and external customers.
  • Strong leadership skills, including the ability to direct, motivate, evaluate, and recognize staff; proven ability to share skills and knowledge with others.
  • Strong project/time management, analytical/critical thinking, problem-solving, and decision-making skills.
  • Must be proficient in the use of computers and current related software.
  • Must be competent within the meaning of the Occupational Health and Safety Act.

Assets:

  • Current certifications in National Lifeguard Service, Life Saving Society Instructor, or Canadian Red Cross Society Instructor.
  • Experience with SAP software.
  • Knowledge of the functions of City departments, outside boards, and local community groups.
  • Experience in marketing.

CONDITIONS OF EMPLOYMENT:

  • Must undergo a successful Police Vulnerable Sector Check (PVSC).
  • May be required to travel to various work locations and provide own transportation.
  • Must possess BCLS (CPR) and First Aid Certification or be able to obtain same within 3 months of commencing employment.
