Position Purpose:

The Supervisor, Lines is responsible for managing, coordinating and overseeing lines resources in the areas of construction, maintenance and trouble response. This position liaises with internal departments, external agencies and contractors to plan and coordinate Lines department activities to ensure safe, efficient, high quality cost effective delivery of services.

Responsibilities:

  1. Plans, organizes, schedules, assigns and coordinates the activities of employees and contractors engaged in the installation of the overhead and underground distribution system, connecting services, and troubleshooting & repairing equipment failures.
  2. Ensures safe working conditions and procedures in all phases of utility operations are carried out including the proper operation and maintenance of the line vehicles and other assigned equipment.
  3. Ensures that crews are conducting quality job plans and identifying & addressing hazards.
  4. Provides safety leadership, enforces rules and regulations, and conducts work observations and inspections to identify and safeguard hazards, which may or may not be covered by established procedures.
  5. Assists in the design process to ensure proper completion and allocation of resources and assists crews in design or process changes.
  6. Liaises with the control room for coordination of related planned or unplanned outages.
  7. Obtains all relevant records and paperwork for construction and maintenance programs.
  8. Updates the planner and effectively communicates plans to the Control Room Operating Department.
  9. Maintains positive interactions with employees, customers and external stakeholders in a pro-active manner in order to maintain optimum effectiveness of operations.
  10. Assists in the costing of projects, accounting for expenditures and providing instructions for customer invoicing.
  11. Provides coaching, development, performance management, technical guidance and advice.
  12. Provides input into department goals and objectives.
  13. Leads and/or participates in department projects and key initiatives to ensure quality and timely completion within budget.
  14. Researches, recommends and implements new or enhanced policies, procedures and processes to improve operational effectiveness.
  15. Ensures compliance with legislative, regulatory and Health & Safety policies, procedures and standards.
  16. Required to provide on-call supervision.
  17. Ensures adherence to and effective administration of collective agreement.
  18. Demonstrates professional conduct and adherence to Corporate Values.
  19. Performs other duties as assigned.

Qualifications, Knowledge, Skills and Competencies:

Education:

  1. C.E.T certification is an asset.
  2. Certified in the Utility Work Protection Code.
  3. Must hold and maintain a valid class “AZ” driver’s license, in good standing.

Specialized knowledge:

  1. A thorough understanding of electric utility standards, practices and construction methods is mandatory.
  2. Knowledge of health & safety management systems and policies.
  3. Advanced knowledge of distribution systems standards and specifications, line construction and maintenance, standards and specifications, design review and development, and contractor management.
  4. Knowledge of the regulatory and legislative environment including Standards Manuals, E&USA Rule Book, IHSA Safe Practice Guides, Utility Work Protection Code, and the Occupational Health and Safety Act as they pertain to the work.
  5. Proficiency in computing skills including MS Office applications, GIS applications, and Enterprise applications.

Experience:

  1. Minimum of approximately ten (10) years’ experience in overhead and underground distribution line construction and maintenance within an electric utility environment as a Journeyperson Power Lines Technician/Line Maintainer.
  2. Approximately 5 years of demonstrated experience in a supervisory/lead role.
  3. Safe work record and strong safety orientation.
  4. Experience in a unionized utility environment an asset.
  5. Must be highly organized, possess good interpersonal & communication skills, and must be a team player with a positive attitude.
  6. Enhanced conflict resolution skills and the ability to handle difficult situations.
  7. Willingness to work on-call and/or emergency work duties.
  8. Strong ability to lead change and engage, develop and motivate teams.
  9. Strong problem-solving skills with the ability to provide practical and/or innovative solutions.
  10. Strong written and presentation skills, with the ability to convey information accurately and concisely.
  11. Ability to plan, prioritize and execute multiple projects and initiatives within established timelines.
