Responsibilities of the Position

General

  • Ensure compliance with all DBFO/P3 Contractual obligations, policies and procedures including all lifecycle requirements, Health & Safety, Environmental and Quality
  • Build and maintain effective working relationships with client, team members and stakeholders in a partnering approach
  • Achieve performance-related goals in a safe manner while continuously improving project value
  • Demonstrate behavior that reflects professionalism, respect and represents shareholder’s best interests and working culture


Job Specific


Safety

  • Ensure the sub-contractor’s site staff are compliant with the project’s Safety Manual


Operations and Maintenance

  • Monitor and evaluate operating status of the project. Inform the O&M Provider of project-related concerns while maintaining the Board of Directors informed and acquiring continuous feedback from the the Directors
  • Attend and participate in the Operations meetings on behalf of Project Co.
  • Advise the Board of Directors of potential issues and maintain the project issues log (Project Tracker).
  • Active management of project issues through engagement of counterparties, continuous discussions, negotiations on behalf of Project Co, advancement and final resolution.
  • Coordinate Quality and Safety Audits on the O&M Provider.


Rehabilitation

  • Monitor, evaluate and execute the Project’s Lifecycle Plan
  • Attendance to meetings as required
  • Report routinely to the Board of Directors on technical and commercial issues impacting the project cost, quality and schedule.
  • Produce, optimize and execute the yearly Asset Management Plan
  • Active management of lifecycle issues through engagement of counterparties, continuous discussions, negotiations on behalf of Project Co, advancement and final resolution.
  • Coordinate and manage tenders to recommend suitable contractors to the Board of Directors


Quality

  • Supervise and monitor construction deliverables to ensure compliance with the Technical Requirements and life cycle expectations
  • Source and hire quality consultants as required
  • Update regularly the Quality Management System and the different Quality Management Plans to ensure they remain in compliance with the Technical Requirements
  • Coordinate quality audits on subcontractors as required
  • Execute Project Co’s Quality Verification program as required


Client Liaison

  • Be Project Co’s official representative before the Client
  • Lead the day-to-day communication and negotiation with Client representatives


Commercial

  • Produce the yearly lifecycle budget in accordance with the overall rehab plan and the financial model
  • Have a good understanding of the project documentation
  • Manage project disputes as they arise
  • Meet with representatives of the Lender's Technical Advisor staff to discuss project status, progress.
  • Interface with the Lender’s on behalf of Project Co


Environmental and Social Governance

  • Identify and implement environmental initiatives aimed at minimizing the Project’s carbon footprint or its overall environmental impact.
  • Promote ventures to help save endangered or at-risk species
  • Identify and implement social initiatives aimed at improving the quality of life of the project’s neighboring communities or vulnerable populations.


Qualifications


Education and Work Experience

  • Must have completed post-secondary education in Engineering, with strong preference in Civil Engineering.
  • Professional Engineer Designation
  • 10+ years of experience in delivery of O&M and lifecycle rehabilitation of P3 transportation infrastructure projects
  • Previous experience in a similar role is an asset
  • Project Management Professional certificate is an asset
  • Post-graduate degree is an asset
  • Finance knowledge or experience is an asset

  • Established relationships with Western Canadian Department of Transportation representatives is an asset
  • Established relationship with local contractors and suppliers is an asset.
