Job Summary
Bring your demonstrated leadership skills to this exciting opportunity as a Manager, Transportation Demand Management & Commuter Services within Integrated Protection Services team. In this role, you will be responsible for developing, managing, implementing, and evaluating Transportation Demand Management Commuter Services (TDMCS) programs and services across both Fraser Health (FH) and Provincial Health Services Authority (PHSA).
Build on your education and experience as you:
- Lead the development, evaluation, documentation, negotiation, implementation, and improvement of TDM programs and applicable contracts/contractual language while maintaining awareness of TDM best practices
- Develop, implement, operate, maintain, and evaluate the TDMCS program, policies, procedures for the Health Authorities
- Oversee all legal and financial aspects of service contracts including contract specifications, tendering and selection for transportation vendor partners
- Lead the engagement of leadership, staff and other partners, both internal and external to the organization, on initiatives to improve conditions and strategies for the promotion of walking, cycling, carpooling, carsharing and public transit to FH and PHSA sites and communities as appropriate
- Select, manage, direct, and evaluate designated TDMCS staff to ensure effective performance of duties
- Interpret and apply the collective agreement for unionized staff, as needed; collaborates with the Director, Parking, Access & Commuter Services in all aspects of a fully integrated Transportation Demand Management & Commuter Services program across the HA’s programs

- Five (5) to (7) years’ recent related experience in solutions-focused Transportation Demand Management (TDM) in a public sector, large institutional or complex multi-site organization
- Experience working within the municipal, public-sector setting is an asset.
- An equivalent combination of education, training and experience may be acceptable
This is Regular Full Time position is available is located at our Central City offices in Surrey, B.C. - convenient to rapid transit options.
Detailed Overview
Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:
Reporting to the Director, Parking, Access & Commuter Services, the Manager, Transportation Demand Management & Commuter Services is responsible for developing, managing, implementing, and evaluating Transportation Demand Management Commuter Services (TDMCS) programs and services across both Fraser Health (FH) and Provincial Health Services Authority (PHSA).
The Manager acts as the senior resource to the organizations and others and establishes best practices to ensure compliance with sustainable transportation regulations and/or legislation. The Manager develops and implements strategies to reduce the carbon footprint associated with employee commuting and is the strategic lead for FH and PHSA efforts to promote alternative transportation options, develop commuter programs, and collaborate with various internal and external partners to enhance sustainability. Manages all aspects of employee transportation programs, including walking, cycling, public transportation initiatives, shuttles, car/vanpool, ridesharing, electric vehicle charging stations, fairs & events, site redevelopment specifications, and access to employee discounts. The Manager leads the engagement of operations leadership, staff, facilities management, foundations, and other internal and external partners including municipal and regional transportation committees on local transportation issues and leads negotiation and contractual negotiations with external organizations to ensure that Fraser Health (FH) and Provincial Health Services Authority (PHSA) are leaders in sustainable commuter services and transportation programming.
Collects, analyzes, and reports on transportation data to identify trends, assess program effectiveness, and make data-driven decisions for improvements. Responsibilities
- Leads the development, evaluation, documentation, negotiation, implementation, and improvement of TDM programs and applicable contracts/contractual language while maintaining awareness of TDM best practices, ensuring mutually beneficial active transportation initiatives and acting as a senior resource to the organization and industry colleagues.
- Develops, implements, operates, maintains, and evaluates the TDMCS program, policies, procedures for the HA's; oversees all legal and financial aspects of service contracts including contract specifications, tendering and selection for transportation vendor partners; receives complaints, concerns and positive feedback regarding the performance from the contracted service and works to resolve issues in a timely manner; signs off on external contracts upon consultation with the Director, Parking, Access Commuter Services or designate.
- Leads the engagement of leadership, staff and other partners, both internal and external to the organization, on initiatives to improve conditions and strategies for the promotion of walking, cycling, carpooling, carsharing and public transit to FH and PHSA sites and communities as appropriate. Collaborates with colleagues at other health authorities to ensure appropriate partnerships created and eliminate duplication of efforts.
- Selects, manages, directs, and evaluates designated TDMCS staff to ensure effective performance of duties; interprets and applies the collective agreement for unionized staff, as needed; collaborates with the Director, Parking, Access & Commuter Services in all aspects of a fully integrated Transportation Demand Management & Commuter Services program across the HA’s programs.
- Approves expenditures for utilization of TDMCS staff and supplies, equipment, signage, maintenance and other related expenditures within budgetary guidelines; participates in capital and operational planning deliberations involving TDMCS and acts as a resource on related capital site redevelopment projects; assists the Director, Parking, Access & Commuter Services with annual budget and accounting preparation through financial analysis and preparation of supporting documentation; maintains audit and financial controls for the TDMCS program; manages the operational budget by monitoring expenditures and intervening in a timely manner concerning variances.
- Develops, designs, and implements profitability enhancement strategies maximizing revenue generation and asset utilization from the Electric Vehicle Charging Stations while reducing expenses.
- Maintains business administrative structures, processes, documentation, fiscal reporting, and information systems to effect control and distribution of the Transit Incentive Program passes and payments across Fraser Health & Provincial Health Services Authorities; produces related statistics and submits report to the Director, Parking, Access Commuter Services for review.
- Develops initiatives to increase transportation and parking efficiency; takes a leadership role in supporting specific parking mitigation planning and strategies as designated by the Director, Parking, Access & Commuter Services.
- Engages, supervises and evaluates services of external consultants and students in support of Transportation Demand Management & Commuter Services.
- Physical ability to perform the duties of the position.
Qualifications
Bachelor’s degree in business administration, Parking, Urban Planning, Environmental Sustainability, or related field, supplemented with five (5) to (7) years’ recent related experience in solutions-focused Transportation Demand Management (TDM) in a public sector, large institutional or complex multi-site organization or an equivalent combination of education, training, and experience. Experience working within the municipal, public-sector setting is an asset.

- Develops and maintains strong relationships with key internal and external partners to promote and enhance services provided with sensitivity to diversity and indigenous lens.
