Position Overview

This role is responsible for the overall leadership and management of a diverse engineering and infrastructure team, overseeing the administration, performance, and supervision of various engineering projects.

Key Responsibilities

  4. Coordination: Coordinate issues, concerns, and programs, with attention to detail.
  5. Skills Development: Develop presentation, facilitation, negotiation, and conflict resolution skills.
  6. Goal Setting: Establish goals and objectives, prioritizing work to achieve divisional goals.
  7. Land Development: Manage land development activities, ensuring conformity with Official Plans and Municipal guidelines.
  8. Proposal Review: Review development proposals for compliance with municipal by-laws.
  9. Hydraulic Modeling: Harmonize hydraulic modeling analysis for wastewater and drainage infrastructure capacity assessments.
  10. Technical Advice: Provide technical advice on storm and sanitary systems operations and manage the Consolidated Linear Infrastructure program.
  11. Engineering Concerns: Ensure responsive addressing of engineering concerns and issues.
  12. Municipality Goals: Contribute to establishing and achieving municipality goals.
  13. Flood Mitigation: Manage flood mitigation projects and implement the Flood Mitigation and Protection Frameworks.
  14. Rapid Response Plans: Develop and execute Flood Rapid Response Plans during significant rain events.
  15. Asset Management: Support asset management planning, infrastructure assessment, renewal, and prioritization.
  16. Traffic Calming: Coordinate traffic calming initiatives, speed reduction measures, and safety-related matters.
  17. Technical Comments: Provide technical comments on traffic studies and operational issues.
QualificationsThe Ideal Candidate:
  1. Bachelor's degree in Civil, Environmental, or Transportation Engineering from an accredited university.
  2. 5+ years as a licensed Professional Civil Engineer (eligible for licensure in Ontario).
  3. 5+ years of progressive engineering experience in municipal public works, encompassing urban, semi-urban, and rural environments. Experience should include plan review, design, and approval of municipal services and transportation engineering.
  4. 5+ years of progressive supervisory experience in a unionized setting.
  5. Proven abilities in time management and organizational skills with a strong emphasis on accuracy and attention to detail.
  6. Demonstrated integrity and adherence to professional standards, regulations, and corporate policies.
  7. Demonstrated leadership, communication, interpersonal, and negotiation skills.
  8. Sound judgment, initiative, and creativity in evaluating engineering solutions.
  9. Practical knowledge of municipal policies, procedures, and processes.
  10. Proficiency in MS Office, AutoCAD, and relevant civil engineering design and modeling software.
  11. Familiarity with key legislation including the Environmental Assessment Act, Municipal Act, and others.
  12. Ability to assess options within legislative frameworks and municipal policies.
  13. Thorough understanding of municipal development standards and planning processes.
  14. Knowledge of related legislation such as the Occupational Health & Safety Act and TAC Design manuals.
