Salary range for the position is $74,618 to $107,264. Interior Health establishes salaries within the minimum and maximum of the salary range based on consideration of the qualifications, experience of the applicant, and an internal equity review of the salaries of other employees.
How will you create an impact:
The Freedom of Information (FOI) Advisor works within a team environment and is responsible for responding to all corporate FOI requests for Interior Health (IH). Collaborating with multiple internal and external partners, the FOI Advisor acts as a liaison and consultant to support and promote transparent and accountable access processes to information.
The FOI Advisor assists in the development, implementation, and management of corporate FOI policies, procedures, and processes, and takes a lead role in the delivery of education and awareness initiatives. This role operates within a complex, dynamic environment with multiple sites spread throughout a large geographical area.
In alignment with IH’s Occupational Health & Safety Program, employees shall adhere to all Occupational Health and Safety policies and procedures at all times and attend all required training. Employees are responsible to report any identified hazards, unsafe conditions or incidents to your manager or supervisor immediately.
What will you work on:
• Coordinates responses to FOI requests and ensures IH complies fully with all relevant legislative requirements.
• Acts as a resource and primary support to all departments for FOI programs, and sites with corporate information disclosure issues and questions. Provides consultative support in collaboration with Health Information Management for release of information (ROI). Supports organization-wide responsibilities under information disclosure legislation by receiving and responding to requests for corporate information throughout the organization.
• Develops and delivers in-person/online corporate-wide FOI and ROI education and training materials to all staff, medical staff, and internal and external customers. Assists in the development and delivery of corporate wide information access awareness campaigns.
• Supports the development, communication, and implementation of standardized FOI guidelines, policies, fee structures, and forms for the Health Authority and ensures consistent practices.
• Acts as the public body designate for matters brought forward by the Office of the Information and Privacy Commissioner (OIPC).
• Establish and maintain tracking system for all FOI requests and ROI consultations and prepares reports as required.
• Maintains awareness of FOI trends and issues and acts as a role model for continuous learning through methods such as literature review; contact with peers at other organizations; and attendance at seminars, workshops, conferences, and education programs.
• Supports the Manager, Information Privacy and FOI, in representing the organization with respect to various FOI issues and works with appropriate facility, peer, regional, Ministry of Health, and medical staff to build and maintain effective interdisciplinary, inter-site, and inter-organizational relationships.
• Supports the Manager, Information Privacy and FOI with orientation of new staff, assists in identifying areas of training needs for personnel within the department, and arranges identified training.
• Performs other related duties, FOI projects, or initiatives as assigned.

Qualfications
Education, Training and Experience
• Graduation from a recognized degree program in Health Information Science, Health Administration or another related discipline (e.g. law, business) with 3 to 5 years of recent, related experience.
• Completion of an Information Access and/or Protection of Privacy program, such as certification as a Certified Information Privacy Professional/Canada (CIPP/C) or other program is an asset.
• Healthcare experience will be highly regarded.
• Or an equivalent combination of education, training and experience
Skills and Abilities
• Comprehensive knowledge of BC provincial and other provincial and federal freedom of information legislation and requirements.
• Demonstrated leadership, facilitation, and coaching skills.
• Excellent written and verbal communication skills.
• Demonstrated project management abilities.
• Demonstrated ability to plan, implement, organize, and problem-solve in a constantly changing healthcare environment.
• Intermediate level computer skills with a demonstrated ability to operate related equipment and software applications such as Microsoft Office applications, and other related applications, databases, and electronic information management.
• Demonstrated organization skills and the ability to prioritize tasks and meet stringent timelines.
• Demonstrated ability to work as part of a team including successful application of collaborative approaches to problem solving and workload.
• Demonstrated presentation and facilitation skills and the ability to clearly present a message to a variety of audiences.
• Demonstrated ability to design, coordinate, and deliver on-going information disclosure campaign initiatives.
• Ability to exercise tact, good judgement, and confidentiality.
• Ability to be flexible in dealing with a variety of tasks and procedures.
• Ability to work unsupervised and independently to manage information access requests and meet competing deadlines.
• Ability to travel.
