Project/Program Overview:


The Contracts Specialist, Offsets & Industrial Participation supports various General Dynamics Mission Systems-Canada programs in the development and execution of Offset plans in non-US markets.

The primary location of this role is Ottawa.

Job Description:

The Contracts Specialist, Offsets & Industrial Participation will be expected to execute the following tasks with mínimal management supervision:

  • Coordinate with internal stakeholders from across all of General Dynamics to identify, develop, qualify, and submit activity eligible for offset credit in non-US markets (primarily for Canadian Programs as required under Canada's Innovation, Science and economic Development Canada's ("ISED") Industrial and Technological Benefits ("ITB") policy.
  • Coordinate with internal and external stakeholders to generate Offset reports in accordance with contractual requirements, as well as, any offset banking agreements which may be in place.
  • Maintain Offset records and generate internal reports as needed.
  • Work with Supply Chain Management to ensure compliance with offsetrelated terms and conditions within GDMS-C's supplier base.

Under guidance of GDMS-C's Offset team:

  • Support capture teams in the development of compliant offset proposals.
  • Support the negotiation of contract and subcontract Offset Terms & Conditions.
  • Provide a point of contact for external stakeholders, including: customers; subcontractors, suppliers and government representatives.

Qualifications:

Qualifications:

  • Bachelor's Degree in Business Administration, finance, law or related field. Professional experience may be considered in lieu of education.
  • Advanced written and verbal communications;
  • Strong financial analytical skills;
  • Experience with negotiations;
  • Significant experience with Microsoft Office Excel, Word and PowerPoint;
  • Experience in Canadian Offset management under the Industrial and Technological Benefits policy;
  • Experience in nonCanadian Offset management considered an asset.
Must be able to obtain and maintain Canadian Security Clearance and a positive Controlled Goods Assessment. Eligibility to work in Canada either as a Canadian Citizen or Permanent Resident.
