JOB SUMMARY:


This role focuses in supporting the Facilities, Maintenance, and Engineering (FME) department in budgeting and cost control of site-specific strategic and capital projects.

This is an essential role for cost controls of assigned capital projects including but not limited to; project expenditures, cost forecasting, cost trends, change order compliance, cash-flow forecasting and project financial status report.


MAJOR RESPONSIBILITIES:

  • Understand the project scope and deliverables to be able to proactively manage the budget.
  • Organize and manage all vendor proposals in readily accessible format for management review.
  • Prepare and raise purchase requisitions for the assigned capital projects.
  • Understand and be accountable to know the terms of all contracts and purchase orders for each assigned capital project.
  • Ensure all purchase order commitments are charged to the correct project expenditure item.
  • Primary interface with contractors and vendors for requesting information or clarification related to invoices and change orders. Provide required information to contractors and vendors for rejected, modified or approved change orders and invoices.
  • Provide approval or rejection of invoices to the project and department leadership within the structure of the delegationofauthority.
  • Analyze all invoices, submitted for approval by the vendor, are accurate per the executed contract. This includes reviewing invoices and gathering information to ensure invoices are compliant with project progress and contract terms.
  • Reconciliation of invoices against purchase requisitions, getting approval from project managers and management. Forward approved invoices to accounts payable for payment.
  • Work with the vendors on items including but not limited to invoicing, deposits, and credits, and provide routine updates via cost reports to key stakeholder such as senior management, project manager and finance.
  • Review and manage change orders to verify compliance with contracted unit pricing, labourrates, contractual fees, overhead and insurance.
  • Track approved and pending change orders against the approved project budget. Provide cash flow modelling for monthly expenses. Proactively coordinate expenses to meet cash flow commitments.
  • Proactively track and notify the reporting manager, project manager, and finance leads of any potential financial risk / issues.
  • Work closely with crossfunctional department leaders internally within the Engineering, Project Management, and Finance operations to drive timely and organized flow of cost / budget related information.
  • Identify process or system roadblocks which impact delivery of capital projects and recommend solutions.
  • Provide critical assessment of all budgets and cost projections and communicate any financial risks or related issues for the assigned capital projects.
  • Coordinate and provide support as required to month end and quarter end activities for reporting purposes to finance, corporate teams, and regulatory bodies.
  • Demonstrate a comprehensive understanding of the interdependency of cost drivers.
  • Develop and implement proactive solutions and costcutting measures.
  • Request and track RFC and RFP approvals.
  • Provide support to other Engineering areas including procurement, purchasing and document tracking.
  • Perform other jobrelated tasks as may be assigned on an ad hoc basis and that are related to capital projects.

MINIMUM QUALIFICATIONS:
TECHNICAL KNOWLEDGE / EXPERIENCE

  • Degree or Diploma in Engineering, Accounting, Science (e.g. biochemistry/microbiology) or biotechnology along with 4+ years of proven track record in cost control experience on capital projects.
