Position Overview
Reporting to the Supervisor of Forest Protection, this position is responsible for the administration, interpretation, education and enforcement of public and private tree by-laws, the Corporate Tree Protection and Canopy Enhancement Policy, and other applicable by-laws or regulations that are the responsibility of the City.
Responsibilities
This position is responsible for:
- Inspecting properties to ensure compliance with the City's public and private treebylaws and other bylaws, policies, or procedures of the City.
- Providing the public and all other interested parties with necessary information and assistance related to the City's public and private tree bylaws and any other forestry related policies, bylaws or procedures.
- Enforcement of the public and private tree by‐law, codes, regulations and legislation where contraventions are identified. This includes responding to and making recommendations for resolution of complaints, collecting evidence and information to support the enforcement measures, issuance of orders and prosecutions under the Provincial Offences Act, and attending Provincial Offences Court as the expert witness.
- Conduct tree risk evaluations using the ISA TRAQ method;
- Provide support to other City departments on the review of public and private tree bylaw implications and other tree related matters.
- Maintain accurate written records of conditions, field notes and site observations and inspections.
- Track and analyse all documentation associated with tree permits, replacement quantities and cash in lieu values received.
- Assist in the development of the forest protection program with tasks not limited to the preparation of standard operating procedures, guidelines, and specifications.
- Other duties as assigned.
Requirements:
You have a degree or diploma in Arboriculture, Forestry, Landscape Architecture or a related field.
Arborist certification from the International Society of Arboriculture (ISA) and/or Ministry of Training, Colleges, and Universities (MTCU) in good standing is required, as well as Tree Risk Assessment Qualification (TRAQ) or ability to obtain within 6 months.
A degree/Diploma in law enforcement or public administration would be an asset. Knowledge of the Planning Act, the Municipal Act, and the Forestry Act is required. Knowledge of the Ontario Building Act and Code would be an asset.You have 2 ‐ 3 years of experience, with strong skills in Microsoft Excel, Word and Powerpoint. Familiarity with the department's computerized building records software system (AMANDA) is considered an asset.
You have proven experience reviewing arborist reports and tree protection plans, and can read and interpret by-laws, policies, procedures, engineering and architectural drawings.
Your knowledge and experience are complimented by excellent organizational, time management, verbal and written communication skills.You also have experience in negotiations and conflict resolution to effectively work with members of the public and other applicants.
You must be willing to work in various climate conditions.
A valid Class G driver's licence is required with an acceptable driver's abstract (no more than three (3) driving related convictions or an accumulation of no more than three (3) demerit points in the previous three (3) years prior to the date of hire).
