Title: Manager of Rail Access Control and Safe Work Planning
Key Responsibilities: To manage, develop and co-ordinate the access control and safe work package planning processes for TTR's Track and Signal department's daily activities. To develop and manage work block and related access controls in accordance with TTR's MOA maintenance requirements with Metrolinx.
Primary Duties:
- Comply with all federal and Metrolinx applied railway rules, laws, guidelines, standards and all TTR policies and procedures.
- manage, develop and co-ordinate the access control and safe work package planning processes for TTR's Track and Signal department's daily activities.
- develop and manage work block and related access controls in accordance with TTR's MOA maintenance requirements with Metrolinx.
- Ability to work a flexible schedule, which can include working various days, hours and shifts, including evenings, nights, weekends and holidays.
- Attend regular meetings as scheduled,
- Manage and co-ordinate work blocks/access and work coordination.
- Work with Track and Signals department personnel to organize and create maintenance schedules to ensure they meet the restrictions required under Metrolinx Rail Corridor Access Control procedures.
- Assist the Safety & Project teams in creating safe work packages as per TTR safe work practices and safe job procedures.
- Review work plans to assist with access control and safe work planning packages.
- Lead, direct and schedule all construction related work block requirements while ensuring no impact to train operations.
- Liaison with Metrolinx Rail Access Control team to ensure TTR's safe and efficient work block planning.
- Attends safety training and participates in on-going training related to the position.
- Assist in organizing placement of required staff and work schedules for track protection and site access control.
- Supervise, monitor and evaluate performance of staff. Conduct formal and informal investigations from employees in a fair and impartial manner.
- Other duties as assigned.
Physical Demands/ Work Environment:
As an employee of Toronto Terminals Railway, you are subject to be fully conversant with the guidelines and procedures below:

- Never be under the influence or effects of drugs or alcohol subject to or reporting for duty.
- You must always ensure your safety and the safety of others. Compliance of TTR's Safety Manual, CROR Guideline and legislation is a requirement.
- Employee is expected to:
- Comply with all rules, regulations, work duties, procedures, and specific instructions.
- Required to wear personal protective equipment (PPE) such as, hard hat, safety boots, reflective safety vest and safety glasses when applicable.
- Work various shifts and work cycles depending on the needs of ongoing projects.
- Accept responsibility for all TTR Company property assigned to them and will report any lost or damaged property immediately.
Education/Experience Requirements:
- Previous experience with possessions/Line Blockages & Published Line Blocks utilizing Railbub & PPS systems.
- Ability to read drawings, calculate quantities, and understand technical specifications documents provided by customer or industry standards.
- Proven experience integrating safety into Quality Assurance/Quality Control within railway maintenance and construction activities.
- Strong knowledge of railway safe work systems, components, and installation methodologies.
- Familiarity with Network Rail industry standards and regulations governing railway installations and Railway Regulations.
- Excellent attention to detail and ability to identify discrepancies and non-conformities.
- Ability to determine root causes with non-conformances with preventative measures and process improvements.
- Must have a valid G Class(full) driver's license and be fully capable operating a corporate vehicle within the downtown core.
- The following is considered an asset: M/S - Word/Excel/ Project; previous experience with rail access planning and safe work practices in a railway environment.

Terms of Employment: Permanent, Full-Time
Supervision: 1 to 2 people
Salary Range:CAD $88,566.40 to130,500.00 annually (To be negotiated)/40 hours per week
Vacation days: Twenty(20) days per calendar year
