Conditions of Employment: Must be legally entitled to work in Canada Provide and maintain Criminal Records Check with Vulnerable Sector Check Qualifications: Essential: A Master's degree in economics, preferably with a specialization in macroeconomic theory and public finance or a combination of education and related work experience may be considered. Ability to apply advanced statistical/econometric techniques to economic and financial data. Experience in modelling and programming with technical tools (EViews, SPSS, etc.). Experience conducting research leading to presentation/reports. Solid understanding of core fiscal and macroeconomic fundamentals. Strong problem-solving skills and the ability to analyze complex economic and financial data. Excellent verbal communication skills including the ability to actively participate in meetings with senior-level professionals, and experience in making public presentations to a wide range of audiences. Excellent written communication skills with experience writing to a variety of audiences. Ability to organize work effectively, setting priorities to ensure follow-through and project completion in a timely manner and under tight deadlines. Strong political acumen and tact in dealing with complex, confidential and sensitive issues. Duties: Treasury Board Secretariat (TBS) provides direction for the management of public funds to meet government objectives and promotes the efficient implementation of government policies and programs through the cost-effective use of government's financial and human resources.
TBS's function has expanded to include multi-year strategic planning for net debt (Fiscal Strategy) and for capital spending (Strategic Infrastructure).
Fiscal Management and Capital Planning's Economic and Fiscal Analysis unit was formed to lead work on the multi-year strategic plans.
The Senior Economist will work with the Director to support the fiscal strategy decision-making process as it relates to managing revenues, expenditures and capital infrastructure investments in a way that is consistent with short-term intentions and long-term objectives for net debt.
For more complex portfolios the Senior Economist will be required to take on supervisor and mentorship responsibilities.
