POSITION SUMMARY
Reporting to the Manager of Childhood Learning, the Resource Consultant develops individual program plans for children with potential developmental risks or diagnosed special needs. They conduct developmental screening to complement Quality Childcare Niagara tools as required. The incumbent collaborates with staff, parents, and children to create an inclusive learning environment tailored to each child's requirements. As a team player, they engage with community agencies to enhance early identification and intervention processes.

KEY RESPONSIBILITIES
  • Design and update Coordinated Program Plans for children based on their needs.
  • Organize meetings with identified families.
  • Complete second stage developmental assessments with children requiring follow-up as per Quality Child Care Niagara screenings.
  • Devise individual program plans for children with potential developmental risks or diagnosed special needs.
  • Monitor the development of children at risk of delays.
  • Recommend strategies to promote inclusion, such as modifying program plans and reducing barriers.
  • Maintain accurate documentation for all children on the caseload.

Collaborates and Consults
  • Offer consultative support to childcare programs in implementing Quality Child Care Niagara tools.
  • Support program staff in achieving goals and objectives.
  • Consult with service providers and facilitate information sharing to enhance teamwork and support.
  • Assist families and childcare programs in referring children for further assessments.
  • Prepare a CARE plan for school-aged children to complement the school's Individual Education Plan (IEP).
  • Collaborate with school board personnel as needed.

Arranges Meetings and Ensures Appropriate Resources
  • Organize and lead case conferences, prepare agendas, and document minutes.
  • Coordinate meetings with childcare program supervisors to review goals and assess progress.
  • Arrange Transition to School meetings and provide necessary support.
  • Offer workshops on working with children with special needs.
  • Procure materials and resources to support children in the program.

Communication
  • Collaborate with staff and agencies involved with children on the caseload.
  • Communicate sensitively and professionally with families.
  • Maintain regular communication with parents.
  • Provide input into relevant inclusion policies.
  • Report incidents according to agency policies.

Other Professional Related Activities
  • Hold a Diploma in Early Childhood Education or equivalent.
  • Maintain positive relationships with community contacts.
  • Adhere to professional standards and applicable legislation.
  • Work in compliance with safety regulations and attend required training.
  • Identify professional developmental needs to maximize performance.
  • Perform additional assigned duties.

EXPERIENCE AND EDUCATION
  • Diploma in Early Childhood Education, with College of Early Childhood Educators Certificate, or equivalent.
  • Resource Teacher Certificate.
  • Minimum of 5 years' experience in a licensed childcare program.
  • Previous experience working with children with special needs, ideally in a Resource Teacher role.
  • Valid First Aid Certificate, CPR Certificate, and G Driver's License.

SKILLS AND ABILITIES
  • Thorough knowledge of early childhood development.
  • Experience in administering developmental screening and assessment tools.
  • Familiarity with individual program plan development under relevant protocols.
  • Ability to work independently and collaboratively.
  • Strong communication skills.
  • Computer proficiency.

EFFORTS AND WORKING CONDITIONS
  • Physical requirements including lifting and movement of equipment.
  • Regular physical activities and mental focus when working with children.
  • Varying work environments, occasionally exposed to outdoor conditions.
  • Subject to challenging behaviors from children and families.
