As the Leader, Project Delivery, you will be expected to foster an inclusive leadership approach that promotes equity, diversity and inclusion, as well as psychological and physical safety. As a key decision-maker, you will empower and guide your team, applying political acumen and balancing strategic with operational leadership. Primary duties include:

Build inclusive teams, support the development of self and others, while modelling the City's values and promoting respectful workplace behaviors. Perform human resource functions within the section and effectively manage resources to achieve results aligned with business goals and develop strategic solutions to address delivery challenges. Lead organizational change and empower others to take calculated risks to improve service. Provide direction and oversight to staff regarding capital investment initiatives from a broad understanding of capital budgeting process, procurement standards, funding sources, financial systems, tangible capital assets, and asset management. Schedule deliverables, risk assessment, mitigation plans, costing, reporting, and sign off of projects. Oversee projects in alignment with the approved documentation on scope, cost, and schedule. Select contractors and oversee performance from onboarding to substantial completions, progress reports, change requests, cost tracking, permit coordination and facility acceptance. Lead work in complex, unstructured situations, managing risk with minimal supervision. Respond to corporate and council related inquiries. Prepare forecasts related to project sequencing and investment plans, demonstrate collaboration and application of problem solving and negotiation skills in managing projects. Assist in assessing the performance of the asset delivered compared to the initial plan and contract documents, lessons learned, and formally close out and transition the project into facility operations. Participate in business and annual work planning to help develop, monitor and manage divisional operating and capital budgets. Qualifications A degree in Urban Planning, Engineering, Architecture, Business or Public Administration, or a related field and at least 8 years of experience in design and construction project development, oversight and building contract administration. Experience must include at least 5 years of progressive experience managing staff and leading project teams. Equivalent combinations of experience and education may be considered. Experience managing design and construction consultants and a Project Management Professional (PMP) designation will be an asset. Intermediate proficiency with Microsoft Office, including Microsoft Project, will also be an asset. Success in this role requires sound judgment and political acumen through your understanding, navigation and culture of municipal government. It also requires strong communication and relationship management skills to work effectively with all levels of staff, external parties, and the general public.
