Strategy and Business Innovation (SBI) is a division within the Skills & Learning Branch of the Department of Labour, Skills and Immigration (LSI).


About Our Opportunity:


The Manager of the LaMPSS Business Support Unit manages and delivers required outcomes for one or more major projects while reporting to senior colleagues.


Reporting to the Director of Strategy and Business Innovation, this manager provides direction and/or development of the project and project plans working within an established project management plan.


Activities include project scope development, business requirements analysis, advising on procurement, methodology selection, project management strategies, and resource and capacity management of direct and indirect project resources.


You will be responsible for ensuring effective system support and data integrity for the administration of all provincial labour market programs and services.


You will lead the development and implementation of a multi-year LaMPSS strategic plan including deployment of system releases, system training, risk management and performance monitoring.

You will co-lead the interdepartmental LaMPSS governance committee ensuring that program areas are achieving maximum system benefit and efficiency.

Primary Accountabilities:

The Manager of the BSU is responsible for:

  • Coordinate the activities of the LaMPSS Business Support Unit team
  • Provide coaching to the LaMPSS Business Support Unit team
  • Work with the System Owner and ICTS to establish vision for LaMPSS
  • Act as LaMPSS Business Sponsor for LaMPSS projects
  • Build and manage resources to mitigate the impacts of resource attrition
  • Provide representation on LaMPSS Advisory Committee
  • Provide Change Management leadership to the BSU team
  • Coordinate efforts with Planning and Expertise (alignment of System Changes and Program Evaluations)
  • Develop content for Ministerial Requests, Briefing Notes, Treasury Board submissions, PIAs and manage the associated processes and content authors, submissions, obtaining signatures, etc.

Qualifications and Experience:


This may be the right opportunity for you if you have a bachelor's degree with 5 years of relevant work, including doing project management with large IT initiatives.

You have a proven track record in leadership, stakeholder management, change management, strategic planning and management of human resources.


You possess exceptional communication (verbal and written) and relationship building skills with a demonstrated ability in decision making and problem solving.


While not required, it is considered an asset if you have an understanding of the public sector, the Department of Labour, Skills and Immigration and the LaMPSS system.

Working Conditions:

Most of your time is spent in a comfortable office setting sitting for long periods of time.

Your normal work week is 35 hours/week, 7 hours/day. You may be required to work overtime on occasions.
