Job Description:

The Compliance Consultant will offer continuous support to our Group Benefits business. Tasks include addressing inquiries and concerns from business partners, providing assistance on new and existing initiatives, legislation, marketing reviews, and other regulatory compliance functions as needed. The ideal candidate must possess in-depth knowledge of compliance requirements, industry challenges, and insurance and group benefits to develop solutions that align with business requirements. In this role, the Compliance Consultant will engage with business partners, management in health, dental benefits, and disability areas. They will also collaborate with our Privacy Office, other members of the compliance team, and legal counsel.

Responsibilities:
  • Establish, implement, and uphold compliance programs, policies, and procedures to meet regulatory requirements for Group Benefits.
  • Support marketing reviews and grant related approvals following Manulife policies and procedures.
  • Investigate identified compliance issues and work towards resolutions or escalate to the Compliance Director and/or Chief Compliance Officer.
  • Address privacy issues in partnership with the Privacy Office to provide guidance and directives.
  • Respond to complex compliance inquiries from all business areas, offering timely advice and innovative solutions to meet the needs of members, advisors, plan sponsors, and Manulife while meeting regulatory standards.
  • Assist with legislative analysis and impact assessments based on business requests related to projects, initiatives, or new product lines. Develop, monitor, and provide targeted employee training on compliance matters. Prepare self-assessments and other necessary reports for Divisional Compliance and Group Benefits management.
  • Develop and execute assessment programs to ensure optimal operation of compliance controls.
  • Participate as a compliance representative in business initiatives and projects to enhance compliance controls within Group Benefits.
  • Take part in Divisional discussions regarding compliance programs.
  • Prepare documentation and supporting materials to aid in audits and regulatory examinations as well as regulatory compliance incidents.
  • Contribute as a compliance representative in industry and regulatory committees on behalf of the Group Benefits compliance function.
  • Handle any other assigned tasks as needed.
What we are looking for:
  • Strong compliance and/or legal background in the insurance sector.
  • Law degree or auditing experience would be beneficial but not mandatory.
  • Compliance or Privacy designation or certification would be advantageous but not obligatory.
  • Familiarity with AML / ATF policies.
  • Experience and interaction with The Autorité des marchés financiers.
  • High interest in reviewing, analyzing, and interpreting legislation.
  • Demonstrated ability to think creatively and seek solutions.
  • Proven comprehension of insurance products and operational procedures in various areas is an asset.
  • Knowledge of relevant legislation and regulations is preferred.
  • Capable of promptly identifying and assessing current or potential compliance issues.
  • Quick grasp of business processes and their risk implications, ability to analyze complex situations, draw appropriate conclusions, offer practical recommendations, and exercise sound judgment in addressing issues.
  • Excellent written and verbal communication skills, with the capacity to simplify complex messages.
  • Strong interpersonal skills, ability to influence and manage relationships.
  • Adept at working with evolving and shifting responsibilities.
  • Team player willing to support colleagues on projects and share workloads when necessary.
  • Able to work independently and collaboratively in a team setting.
  • Proficient in delivering effective compliance training.
  • Interacts effectively with management and counterparts in different business units.
  • Capable of engaging with regulatory personnel to ensure effective resolution of licensing issues.
  • Maintains cooperative relationships with regulatory staff.
  • Takes charge of compliance programs to ensure objectives are met.
  • Professional demeanor and commitment to high ethical standards.
  • Proficient in LAN and PC applications including Windows, Microsoft Office, and Excel.
  • The successful candidate must communicate in English and French to support clients from various locations outside Quebec.

Salary & Benefits:

The annual base salary for this position is expected to range from $81,450.00 CAD to $146,610.00 CAD based in Montreal, Quebec. Salary variations will depend on local market conditions, geography, and relevant job-related factors such as knowledge, skills, qualifications, experience, and education/training. Incentive programs are available for employees tied to business and individual performance. Eligible staff can access customizable benefits including health, dental, mental health, vision, disability, life and AD&D insurance coverage, adoption/surrogacy and wellness benefits, and employee/family assistance plans. Various retirement savings plans and financial education resources are also offered.
