Under the general direction of the State Director, this position is responsible for the development of a Technical College for the US Virgin Islands State Office of Career, Technical, and Adult Education.

Ensures the development of a strong post-secondary academic community that provides students with an outstanding education at a fair cost and an understanding of higher education finance and demographic trends affecting higher education.

Responsibilities are multifaceted and focuses on the integration and alignment of curriculums and programs within the two post-secondary technical schools (one in each district), the University of the Virgin Islands, and other institutions of higher learning leading to stackable credentialing.

Works collaboratively in a team setting to lead the implementation of the VI Technical College.

Ensures the development of a strategic vision that will heighten the implementation of the college's public affairs mission, raises its profile, and promotes student success and top-quality academic programs.


Exercises good workmanship and collaboration with a large organizational unit of professional and sub-professional personnel and organizations in the St.

Assures that the VI Technical College's structure is administered in accordance with the policies adopted by the VIDE, SOCIETAL, Middle States Accreditation (MSA), and the Accrediting Commission of Career Schools and Colleges (ACCSC) standards of accreditation, the relevant requirements of the federal government, the VI Career and Technical Education Board and the territory's workforce demands.

Works collaboratively to develop a written plan that outlines the overall leadership and administrative authority for all aspects of the Technical College's programs, including instructional and student services, supervision and evaluation of all staff, planning and budgeting, technology, outreach/partnership, and public relations.

Works collaboratively to develop a written plan that promotes and encourages the College's role in economic development, research, and the development of global competence in students and the community.


Assures effective communication with the State Director of Career, Technical, and Adult Education through written reports on project implementation, statuses, and outcomes.

Provides clarification of strategic direction for the VI Technical College to Government entities, public and private partners ensuring open and thoughtful consideration of all views by clearly communicating VIDEs leadership's position on issues at hand.

Develop and implement three (3) initial programs of focus approved as the primary areas of focus for the Technical College and work collaboratively with the VIDE, VI Department of Labor, USVIs Business and Industry sectors to identify additional in-demand career pathways for next steps of program development, as well as potential risks and opportunities for improving the VI's technically skilled workforce pipeline.

Ensures the enhancement and alignment of top-quality academic programs through appropriate steps to meet all accreditation standards and ensure that the VI Technical College's development operates in compliance with applicable federal, state, and local laws and regulations.

A Doctoral degree in Education or Creative Leadership.

A Master's degree from an accredited college or university in Education with a minimum of five (5) years of successful teaching/project management experience and three (3) years of school administrative experience.

Any combination of education and experience working in a team environment on the development of a structured, large, complex educational system, or in a similar organizational structure with successful leadership experience in higher education administration, or any other related area not below a Master's degree from an accredited college or university.


Knowledge of principles and practices required in the stages of student development.
Knowledge of federal regulations and local laws relative to Career and Technical Education and Adult Education.
Skill in Microsoft Office Suite (proficiency in Word, PowerPoint, Publisher and Excel).
Ability to learn a variety of software applications to include student information software.
Ability to manage time and meet deadlines.
Ability to develop relationships in a variety of key areas, thereby enhancing the college's presence and reputation.

Ability to routinely gather, collate and/or classify data utilizing a variety of complex processes.

Ability to lead a team in the identification of institutional strengths, weaknesses, challenges, and opportunities and to develop a vision to lead the Technical College.

The Project Director has oversight for leading the implementation of the VITC and reports to the State Director of Career, Technical, and Adult Education.

Works under minimal supervision, demonstrate ethical leadership, and cultural competence, as well as be adept at community engagement, while building a collaborative team environment within Career and Technical Education and Workforce Development that supports original thought, critical assessment, and global competence and promotes excellence in CTE instruction, academic research, and program development.

Guidelines include the VI Code sections on Career and Technical Education, ACCSC and Middle States Association Standards of Accreditation, and the territory's workforce demands.

Must possess the judgment needed to apply applicable guidelines and develop implementation guides, policies, and procedures needed to effectuate delivery.

Work is administrative in nature.

Incumbent must be a critical thinker and effective communicator to serve as an expert in the VITC organization and demonstrate a commitment to academic quality and shared governance.
