About Us

Building and maintaining our provincial infrastructure is no small job. The Department of Public Works designs, constructs, and maintains provincial highways, public buildings, bridges, and other related infrastructure. With a mandate to provide the safe and efficient movement of people and goods, the maintenance and upkeep of our 23,000 kilometers of roads and highways and 4,100 bridges is paramount to our core responsibilities.

About Our Opportunity

As the Director of Major Projects & Construction, you will lead the Highway Construction Services Divisions at Public Works as well as manage the construction of new infrastructure for the Department's major highway construction program; including the construction and twinning of 100 series highways throughout the Province.

Primary Accountabilities

Your expertise is critical in enhancing the safety of our province's road network. As the Director, you bring a wealth of expertise and innovative solutions with regards to executing all capital highway and bridge construction work carried out at the Department of Public Works. You are responsible for:

  1. Managing the delivery of many large highway or bridge projects.
  2. Leading the development of policies, standards, and procedures.
  3. The effective planning, forecasting, and management of human and financial resources.
  4. Ensuring projects are completed in accordance with technical standards and specifications, and in accordance with environment and safety legislation, acts, and regulations.
  5. Promoting and supporting the use of new methods, materials, and technologies initiated through innovative design.

You use your strong critical thinking and analytical skills as you often balance multi-dimensional problems. Daily, you promote strong relationships and foster collaboration and engagement with diverse stakeholders and staff. Effective conflict resolution and negotiation skills are key to effectively managing projects with regulatory authorities, contractors, consultants, and designers.

Qualifications and Experience

You must have an Engineering Degree combined with several years' leadership experience. You must be (or meet the requirements to be) actively registered as a Full Member with Engineers Nova Scotia (ENS). You must have a valid driver's license and the ability to travel. To succeed in this challenging role, you must draw from a high standard of engineering expertise and knowledge of innovative best practices. You must be a collaborative manager who energizes their team to strive towards achieving successful project outcomes; exemplifying the Department's values in all aspects of work. You must also demonstrate:

  1. Significant experience with major highway and bridge construction.
  2. An understanding of environmental acts, regulations, and legislation.
  3. A thorough technical understanding of structural, civil, highway design, and environmental engineering.
  4. Sound project management abilities.
  5. Familiarity with tendering.

Experience managing Pavement Management Services, specifically as they relate to transportation and civil construction sectors, is considered an asset.

Working Conditions

Your normal work week is 35 hours/week, 7 hours/day. You may be required to work overtime on occasion. The majority of your work is conducted in a comfortable office environment with moderate travel required within the Province. There is pressure to meet deadlines while juggling a diverse number of projects that require ongoing planning/revising. You must be able to manage stressful, complex situations and balance many different issues and considerations. Work is often subject to extensive scrutiny and criticism by the public and by the diverse communities served.
