Position Summary:

Reporting to the Vice President, Finance and CFO the Director, Finance is responsible for financial planning and analysis, financial modeling, capital budgeting, financial reporting and accounting and organizational performance reporting. The role requires a strong collaborative and experienced leader who has the courage to think differently and who can cultivate partnerships for positive change. The Director Finance is an important member of the management team, responsible for providing leadership and direction on management issues, as well as day-to-day management of the finance functions for the organization. Functions reporting to the Director include business analysis, case costing, treasury, general accounting, payroll, accounts payable and accounts receivable/billing and supply chain management. As part of the West Park/UHN merger, the Director will work with the West Park VP Finance & CFO and UHN Finance leadership to implement a transition and integration plan between the West Park and UHN Finance teams comprised of the above functions.

Accountabilities:
  • Leading annual and multi-year operating and capital budgeting processes while providing practical strategic advice that supports the hospital in achieving its financial goals and objectives.
  • Leading detailed monthly, quarterly and annual reporting, monitoring and forecasting of the hospital's financial position. This includes developing and implementing appropriate analytical tools for reviewing financial and statistical information to enable effective decision making.
  • Leading the hospital's planning and execution of work related to internal and external audits.
  • Monitoring compliance and producing all required attestations and similar compliance declarations. Mitigates risk by ensuring compliance with regulatory agencies, audit, legal, tax, etc. Ensures that all remittances, including HST and other government requirements, are current.
  • Forecasting and managing cash flow, including receivables and payables management. This includes appropriate investment of excess cash, management of credit facilities and regular reporting on short and long term cash flow forecasts.
  • Contributing financial expertise and analysis in support of innovative approaches to health system funding reform, models of care, and analytics.
  • Working with the Vice President, Finance and CFO to consult, identify and execute on opportunities to maximize on all revenue sources.
  • Managing the financial records and reporting for all capital projects, including budget review and cash flow planning.
  • Focusing on quality improvement through ongoing monitoring and implementation of initiatives and remedies to provide a high level of financial services to all stakeholders. Implementing operational best practices.
  • Overseeing and directing all procurement and purchasing activities and logistics (distribution of materials and equipment) in the Centre, working with the shared services provider (SSW). Ensures the organization is in full compliance with best healthcare practices, BPSAA, and any laws, regulations and accreditation standards.
  • Developing and monitoring policies and procedures related to financial management within the hospital. Oversees and is responsible for the financial processes/policies and internal controls of financial reporting systems, control of assets, and expenditure controls, as well as ensuring compliance with legislative requirements, MIS reporting, and Broader Public Sector directives.
  • Managing key professional relationships for the organization including but not limited to: insurance, benefit providers, auditors, and retail vendors.
  • Participating on the West Park/UHN Finance integration team to implement a transition and integration plan between the West Park and UHN Finance teams. Providing people leadership, ongoing communication and change management for direct reports and for the broader Finance team through the West Park/UHN merger process.
Qualifications:
  • University Degree from a recognized university
  • Post graduate degree in business management or healthcare administration preferred
  • Chartered Professional Accountant Designation, CPA, CA
  • Knowledge of Not for Profit Accounting Guidelines: GAAP and PSAS preferred
  • Strong business acumen with solid experience in business management, financial planning, performance measurement and budgeting functions
  • Excellent analytical, problem-solving and decision-making skills with the ability to identify trends, establish benchmarks, as well as provide credible analysis and business recommendations
  • Experience leading external audits
  • Excellent verbal and written communication skills, including the ability to articulate complex financial issues to a broad audience
  • Ability to work and thrive in a changing environment while experiencing financial constraints
  • Capacity to build partnerships, evidence of a collaborative leadership style with effective team building skills
  • Excellent decision making skills with the ability to form and defend independent judgment with the ability to influence others and outcomes
  • Excellent organizational and time management skills with the ability to effectively handle a large number of issues simultaneously
  • Ability to work effectively and efficiently under pressure/stressful conditions
  • Must be change orientated and possess an attitude of continuous improvement
  • Minimum 5 years financial leadership at the management level
  • Intermediate computer skills (Excel/PowerPoint/Word)
  • Demonstrated excellent performance and attendance history
  • Previous related management and/or leadership experience within a hospital setting required
  • Knowledgeable of hospital funding formulas (including GEM) and other Ministry funding
  • Knowledgeable of case costing preferred
  • Experienced with IBM TM1 and Cognos applications preferred
  • Ability to work in a manner that exemplifies the centre's core values and helps patients get their life back
  • Be aware of conditions and measures that may affect the safety of patients, residents, students, employees, volunteers, physicians and visitors
